1. Approve the enclosed Rules of implementation of reforestation or afforestation in the case provided by part 4 of Article 63.1 of the Forest code of the Russian Federation.

Declare invalid the order of the Government of the Russian Federation of May 7, 2019 No. 566 "About approval of Rules of performance of works on reforestation or afforestation by persons using the woods according to Articles 43 - 46 Forests codes of the Russian Federation, and persons who addressed with the petition or the statement for change of purpose of the wood lot" (The Russian Federation Code, 2019, No. 20, the Art. 2436).

3. Rules of implementation of reforestation or afforestation in the case provided by part 4 of Article 63.1 of the Forest code of the Russian Federation

1. These rules determine procedure of the reforestation or afforestation which is carried out according to parts 1 and 2 of Article 63.1 of the Forest code of the Russian Federation on lands of other categories, except for lands of forest fund (further - the earth of other categories).

2. Persons specified in parts 1 and 2 of Article 63.1 of the Forest code of the Russian Federation (further - interested persons) perform reforestation or afforestation according to the Forest code of the Russian Federation, these rules, rules of reforestation established according to part 3 of Article 62 of the Forest code of the Russian Federation, or the rules of afforestation established according to part 3 of Article 63 of the Forest code of the Russian Federation according to the project of reforestation or the project of afforestation which are constituted according to the procedure, provided by Articles 89.1 and 89.2 of the Forest code of the Russian Federation respectively (further respectively - the project of reforestation, the project of afforestation).

3. Reforestation or afforestation is performed by interested persons independently or with involvement at own expense of other persons on the lands intended for reforestation or afforestation of other categories which are in the state-owned or municipal property (further - the territories intended for reforestation or afforestation).

4. The territories intended for reforestation or afforestation are determined by Federal Forestry Agency based on offers of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies authorized on the order by them.

5. Information on the territories intended for reforestation or afforestation is posted by Federal Forestry Agency on the official site on the Internet according to part 2 of Article 5.1 of the Forest code of the Russian Federation based on the offers specified in item 4 of these rules and is subject to updating at least once in 30 calendar days.

6. Information on the territories intended for reforestation or afforestation includes data on location and acreage, category of lands, forest vegetation conditions, the characteristic of lands, availability of zones with special conditions of use, possible methods of performance of works and about the authorized body specified in item 4 of these rules.

7. The Federal Forestry Agency places information on the territories intended for reforestation or afforestation, except for the territories intended for the reforestation or afforestation located on lands of defense and safety in text and graphical type in form according to appendix.
