According to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" I ORDER:

1. Approve the enclosed Rules of rendering the state service "Issue of the Conclusion (the Allowing Document) for Import of Samples of the Unregistered Remedies of Plants (Pesticides) for Carrying Out Registration (Melkodelyanochny and Production) Testing and (or) Scientific Research according to Decisions of Board of the Eurasian Economic Commission".

2. To provide to department of veterinary, phytosanitary and food safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of rendering the state service "Issue of the Conclusion (the Allowing Document) for Import of Samples of the Unregistered Remedies of Plants (Pesticides) for Carrying Out Registration (Melkodelyanochny and Production) Testing and (or) Scientific Research according to Decisions of Board of the Eurasian Economic Commission" (further – Rules) are developed according to the subitem 1) of Item 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law on the state services) and determine procedure for rendering the state service "Issue of the Conclusion (the Allowing Document) for Import of Samples of the Unregistered Remedies of Plants (Pesticides) for Carrying Out Registration (Melkodelyanochny and Production) Testing and (or) Scientific Research according to Decisions of Board of the Eurasian Economic Commission" (further – the state service).

2. In these rules the following basic concepts are used:

1) the web portal of "the electronic government" (further – the portal) – the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically;

2) the digital signature (further – the EDS) – set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

Chapter 2. Procedure for rendering the state service

3. The state service appears Committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan (further – the service provider).

4. The list of the main requirements to rendering the state service including characteristics of process, form, content and result of rendering and also other data taking into account features of provision of the state service is stated in the standard of the state service "Issue of the Conclusion (the Allowing Document) for Import of Samples of the Unregistered Remedies of Plants (Pesticides) for Carrying Out Registration (Melkodelyanochny and Production) Testing and (or) Scientific Research according to Decisions of Board of the Eurasian Economic Commission" according to appendix 1 to these rules (further – the Standard of the state service).

For receipt of the state service the physical person or legal entity (further – uslugopoluchatel) sends to the service provider by means of the portal the documents specified in Item 8 of the Standard of the state service.

Data on the identity document of physical person, on registration (re-registration) of the legal entity, on registration of the individual entrepreneur, or on the beginning of activities as the individual entrepreneur, the service provider receives from the corresponding state systems through lock of "the electronic government".

Information exchange of the portal and information systems is performed according to article 43 of the Law of the Republic of Kazakhstan "About informatization".

When giving the uslugopoluchatel of all necessary documents through the portal in "personal account" of uslugopoluchatel displays the status about acceptance of request for rendering the state service, and also the notification with indication of date and time of receipt of result of the state service.

5. The employee of office of the service provider in day of receipt performs document registration, specified in Item 8 of the Standard of the state service, and sends to their head the service provider who appoints the ranking officer.

In case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, documents acceptance and issue of result of rendering the state service are performed in the next working day following it.
