RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

Some questions of use of the means arriving into accounts for attraction of voluntary contributions (charitable gifts) in support of Ukraine

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of accounts for attraction of voluntary contributions (charitable gifts) in support of Ukraine by "UNITED24" which is applied.

2. Determine that:

from the special account for fund raising in support of Armed Forces of means are used for financing of the actions connected with repulse of the armed aggression of the Russian Federation against Ukraine;

before the termination or cancellation of warlike situation Item 15-1 of the resolution of the Cabinet of Ministers of Ukraine of July 22, 2020 No. 641 "About establishment of quarantine and introduction of the strengthened anti-epidemic measures in the territory with considerable spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" (The Official Bulletin of Ukraine, 2020, No. 63, the Art. 2029, No. 99, 3224) is not applied by the Art. in usage time of funds from the special account to fund raising in support of Armed Forces;

the state bodies specified in the subitem 1 of Item 3 of the Procedure approved by this resolution can apply provisions of the paragraph of the ninth Item 3 of the specified Procedure to the current agreements signed before entry into force of the resolution of the Cabinet of Ministers of Ukraine of September 27, 2022 No. 1070 "About introduction of amendments to the resolution of the Cabinet of Ministers of Ukraine of April 19, 2022 No. 472" (The Official Bulletin of Ukraine, 2022, No. 80, the Art. 4838).

3. Item 4 of the Regulations on the Ministry of digital transformation of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of September 18, 2019 No. 856 (Official Bulletin of Ukraine, 2019, No. 80, Art. 2736), to add with subitem 11-4 - the following content:

"11-4) provides processing and promulgation of information on use of the means arriving into official accounts for donations in support of Ukraine to "United24";".

4. To the Ministry of Health:

in coordination with National Bank to provide opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gifts, the humanitarian assistance, grants and gifts for health care requirements satisfaction;

in week time to prepare and submit for consideration of the Cabinet of Ministers of Ukraine the draft of the act of the Cabinet of Ministers of Ukraine of procedure for use of funds from the account for health care requirements satisfaction.

4-1. To provide to the ministry of digital transformation in coordination with National Bank opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gifts, the humanitarian assistance, grants and gifts for ensuring counteraction to information threats from the state aggressor, cybernetic protection, recovery and development of digital infrastructure of the state.

4-2. To the Ministry of Education and Science:

in coordination with National Bank to provide opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gifts, the humanitarian assistance, grants and gifts for requirements satisfaction of science and education;

in week time to prepare and submit for consideration of the Cabinet of Ministers of Ukraine the draft of the act of the Cabinet of Ministers of Ukraine of procedure for use of funds from the account for requirements satisfaction of science and education.

4-3. And strategic communications in coordination with National Bank to provide to the Ministry of Culture opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as donations of the charitable, humanitarian assistance, grants and gifts for requirements satisfaction of culture, arts, the creative industries, protection and preserving cultural heritage, cultural values, supports of subjects in the sphere of media.

4-4. To provide to the ministry of youth and sport in coordination with National Bank opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gifts, the humanitarian assistance, grants and gifts for requirements satisfaction of physical culture and sport, youth policy.

4-5. To provide to the ministry of cases of veterans in coordination with National Bank opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gifts, the humanitarian assistance, grants and gifts for ensuring social protection of veterans of war and members of their families.

4-6. To the Ministry of Economics:

in coordination with National Bank to provide opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gift, the humanitarian assistance, grants and gifts for financing of actions of humanitarian mine clearing;

in week time to prepare and submit for consideration of the Cabinet of Ministers of Ukraine the draft of the act of the Cabinet of Ministers of Ukraine relatively about use of funds from the account for financing of actions of humanitarian mine clearing.

5. To the ministry of infrastructure with the Ministry of development of communities and territories in week time to prepare and submit for consideration of the Cabinet of Ministers of Ukraine of the offer concerning procedure for use of funds from the account "Fund of recovery of the destroyed property and infrastructure".

6. Recommend to National Bank to give daily:

To the ministry of digital transformation information on movement of means on accounts for attraction of voluntary contributions (charitable gifts) in support of Ukraine "UNITED24";

To the Ministry of Defence information on amounts of receipt of funds on the special account for fund raising in support of Armed Forces.

7. Take into consideration that into the accounts opened in National Bank according to Items 4-4-6 of this resolution voluntary contributions (charitable gifts) from physical persons and legal entities of private law and/or public law according to Item 56 of the Section VI "Final and transitional provisions" of the Budget code of Ukraine arrive.
