The agreement between the governments of state members of the Shanghai Cooperation Organization on cooperation in the field of education

The governments of state members of the Shanghai Cooperation Organization which further are referred to as with "Parties"

wishing to develop and strengthen the relations of friendship and cooperation between the people of state members of the Shanghai Cooperation Organization on the basis of mutual respect and equality,

expressing commitment to the purposes and the principles of the Charter of the Shanghai Cooperation Organization signed on June 7, 2002

attaching importance to strengthening of cooperation between state members of the Shanghai Cooperation Organization in the field of education,

considering traditional close and fruitful ties in the field of education,

aiming at further strengthening and development of mutually beneficial cooperation on the principles of equality, independence and integrity of educational systems of the states of the Parties,

agreed as follows:

Article 1

The parties according to the legislation of the state perform cooperation in the field of education, and also exchange experience and information on questions of the reforms in the field of education undertaken in the states of the Parties.

Article 2

The parties keep development of integration processes in the fields of education and creation for this purpose (as required) information and the regulatory legal base on policy issues of the states of the Parties in the field of education.

Article 3

The parties promote mutual exchange of students and scientific and pedagogical employees of educational organizations / organizations of the states of the Parties.

Quantitative indices, financial and other conditions of such exchange are annually determined by governing bodies of formation of the states of the Parties in protocols.

Article 4

The parties communicate about the legislation and materials concerning formation of the states of the Parties.

Article 5

The parties jointly hold scientific and practical conferences, symposiums, seminars and "round tables" on the urgent directions of multilateral cooperation in the field of education.

Article 6

The parties promote establishment of direct connections between educational organizations / organizations of the states of the Parties.

Article 7

The parties encourage mutual participation of students of educational organizations / organizations of the states of the Parties in the international Olympic Games, tenders, festivals, joint ecological, tourist, sporting and other events.

Article 8

The parties cooperate in area of improvement of quality of education, communicate concerning the procedure of licensing, certification and the state accreditation of educational organizations / organizations of the states of the Parties, and their educational programs.

Article 9

The parties promote creation of mechanisms of recognition and establishment of equivalence of the education documents of the state sample issued by educational organizations / organizations and authorized state bodies of the states of the Parties.

Article 10

Each of the Parties according to the opportunities which are available for it encourages studying in educational organizations / organizations of the state of languages, history, cultures and literatures of other states of the Parties in forms which this Party will consider the most acceptable.

Article 11

The parties under approval exchange the materials and archive documents concerning history, geography, social and political development of the states for the purpose of their application in educational process.

Article 12

The parties promote cooperation between public associations of students - citizens of the states.

Article 13

Implementation of this agreement is determined by the following financial conditions:

transportation expenses of persons (to the location of educational organizations / organizations and back) participating in the programs of exchange provided by this agreement are performed at the expense of own funds of the allocated faces and/or the sending educational organizations / organizations;

the host party according to the legislation of the state exempts citizens of the states of the Parties participating in the programs of exchange provided by this agreement from payment for training, use of libraries and the educational laboratory equipment and also provides them grant and the hostel;

the host party according to the legislation of the state in the field of health care provides participants of the programs of exchange provided by this agreement, medical attendance, and the sending party provides availability of the policy of medical insurance at them;

The parties do not incur the expenses connected with stay in the country of members of families of students and scientific and pedagogical workers and also do not provide their accommodation and employment.

Article 14

For the purpose of coordination of collateral actions, approval and accomplishment of specific actions for implementation of this agreement of the Party create the permanent expert working group of state members of the Shanghai Cooperation Organization on cooperation in the field of education.

The specified working group holds meetings at least once a year or as required (at the initiative of two or more Parties) for summing up and development of further offers on accomplishment of this agreement.

Article 15

By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are its integral part and becoming effective according to Article 21 of this agreement can be made to this agreement.

Article 16

The disputes between the Parties arising in connection with application or interpretation of this agreement are solved by negotiations and consultations.

Article 17

Working languages when implementing cooperation within this agreement are the Russian and Chinese languages.

Article 18

This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are.

Article 19

This agreement is open for accession to it of any state which became the member of the Shanghai Cooperation Organization.

For the joined state this agreement becomes effective for the thirtieth day from the date of transfer on storage to depositary of the document on accession.
