About single federal state information system of accounting of waste from use of goods

1. Approve the enclosed Regulations on single federal state information system of accounting of waste from use of goods.

2. Determine that the Ministry of Natural Resources and Environmental Protection of the Russian Federation is the state customer of works on operation and development of single federal state information system of accounting of waste from use of goods (further - system of accounting of waste).

3. To provide to Federal Nature Management Supervision Service together with the Ministry of digital development, communication and mass communications of the Russian Federation transfer of the single state information system of accounting of waste from use of goods created according to the Rules of creation, operation and upgrade of single state information system of accounting of waste from use of goods approved by the order of the Government of the Russian Federation of December 30, 2015 No. 1520 "About single state information system of accounting of waste from use of goods", including databases, containing in such system, to the Ministry of Natural Resources and Environmental Protection of the Russian Federation in 3-month time from the date of entry into force of this resolution.

In the course of transfer continued and smooth functioning of system of accounting of waste, observance of requirements about the information protection containing in system of accounting of waste, integrity of its software, invariance of information containing in system of accounting of waste and transfer of such information in full shall be provided.

4. "The Russian ecological operator" to provide to the public company on forming of end-to-end system of the address with solid utility waste operation of system of accounting of waste from the date of its transfer by the Ministry of Natural Resources and Environmental Protection of the Russian Federation.

4(1). Realization of the powers provided by the Provision approved by this resolution is performed by the corresponding federal executive bodies within the established number of staff and the salary fund of workers of the specified federal executive bodies, and also budgetary appropriations provided to these federal executive bodies by the Federal Law on the federal budget for the corresponding financial year and planning period on management and management in the field of the established functions.

Regulations on single federal state information system of accounting of waste from use of goods

1. This Provision establishes procedure for creation, operation and development of single federal state information system of accounting of waste from use of goods (further respectively - waste, system of accounting of waste), including the list of its functional subsystems, the list of registers which maintaining is performed with use of system of accounting of waste, and procedure for maintaining such registers, the scope of information and the documents submitted to system of accounting of waste, forms, terms and procedure for their representation including requirements to format of such data and documents, type of the digital signature, procedure for information access containing in system of accounting of waste, procedure for provision of data from system of accounting of waste, procedure for interdepartmental information exchange when maintaining system of accounting of waste with the state and other information systems including the scope of information, the waste which is subject to entering into system of accounting according to procedure for such interaction, procedure and terms of their direction and entering into system of accounting of waste.

2. The system of accounting of waste contains information on waste, information on secondary resources, on the legal entities and individual entrepreneurs performing production of goods, packagings in the territory of the Russian Federation on the legal entities and individual entrepreneurs performing commodity importation including goods in packaging, from the states which are not members of the Eurasian Economic Union or commodity importation from state members of the Eurasian Economic Union which shall provide waste recycling, about legal entities, about the individual entrepreneurs performing waste recycling about the availability of the equipment and (or) installations used in case of waste recycling about their production capacity and other stipulated by the legislation to the Russian Federation and this Provision information.

3. The system of accounting of waste is intended for automation of processes of collection, processing and storage of information in the field of the address with waste and secondary resources, ensuring access to the specified information.

4. The public company on forming of end-to-end system of the address with solid utility waste "The Russian ecological operator" is operator of system of accounting of waste (further - the operator of system of accounting of waste). Owner of information containing in system of accounting of waste is the Russian Federation. On behalf of the Russian Federation competences of the owner of information containing in system of accounting of waste are performed by the Ministry of Natural Resources and Environmental Protection of the Russian Federation.

5. The system of accounting of waste contains the following information subsystems:

a) the register of vendors of goods (the legal entities and individual entrepreneurs performing production of goods, packagings in the territory of the Russian Federation), importers of goods (the legal entities and individual entrepreneurs performing commodity importation including goods in packaging, from the states which are not members of the Eurasian Economic Union or commodity importation from state members of the Eurasian Economic Union) which shall provide waste recycling (further respectively - the register of vendors of goods, importers of goods, vendors of goods, importers of goods);

b) ceased to be valid according to the Order of the Government of the Russian Federation of 01.06.2024 No. 751

c) the register of the legal entities and individual entrepreneurs performing waste recycling from use of goods (further respectively - the register of utilizers, utilizers);

d) ceased to be valid according to the Order of the Government of the Russian Federation of 01.06.2024 No. 751

e) register of places of collection of secondary resources, objects of receipt of secondary raw materials, processing of waste;

g) the reference books and qualifiers used in the field of the address with waste;

h) means of collection, systematization, processing and storage of information arriving from suppliers of information;

i) the analytical means intended for the analysis and comparison in the automatic and (or) automated modes of information containing in system of accounting of waste, among themselves and with information obtained within interdepartmental information exchange and also visual monitors, estimates and control of data on waste and about technologies of waste recycling of different types;

j) the electronic service "personal account" providing:

reception of applications, otchetnost, data and documents, other information which is subject to representation by vendors of goods, importers of goods, utilizers;

automatic filling of separate fields when forming the electronic document;

calculation of the amount of ecological collection, reception of an application about carrying out joint reconciliation of calculations of the amount of ecological collection, the statement for offsetting (return) of the amount of excessively paid (collected) ecological collection;

information exchange of Federal Nature Management Supervision Service, operator of system of accounting of waste with vendors of goods, importers of goods, utilizers;

forming and issue of statements from the register of utilizers;

accounting of waste, received from them secondary raw materials used in case of production of goods (products);

k) the information subsystems providing interaction with other information systems including by means of single system of interdepartmental electronic interaction according to the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction";

l) the public information resource providing open entry to normative, statistical and analytical information in the field of the address with waste.

6. Creation and operation of system of accounting of waste, including introduction in it of information, processing, storage and use of information containing in system of accounting of waste are performed using standardized technical and the software including allowing to perform information processing on the basis of use of single formats and standard data exchange protocols.
