About approval of the Rule of interaction with the Eurasian economic commission on questions of forming and maintaining the Eurasian register of manufactured goods taking into account the legislation of the Republic of Kazakhstan

1. Approve the enclosed Order of interaction with the Eurasian economic commission on questions of forming and maintaining the Eurasian register of manufactured goods taking into account the legislation of the Republic of Kazakhstan.

2. To provide to department of industrial policy of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of interaction with the Eurasian economic commission on questions of forming and maintaining the Eurasian register of manufactured goods taking into account the legislation of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of interaction with the Eurasian economic commission (further – the Commission) concerning forming and maintaining the Eurasian register of manufactured goods taking into account the legislation of the Republic of Kazakhstan (further – Rules of interaction) are developed for the purpose of implementation of Rules of determination of country of source of separate types of goods for the purposes of the public (municipal) procurements approved by the decision of Council of the Eurasian economic commission of November 23, 2020 No. 105 (further – Rules of determination) and determines order of interaction of authorized body in the field of the state stimulation of the industry with the Commission on questions of forming and maintaining the Eurasian register of manufactured goods of state members of the Eurasian Economic Union (further – the register).

2. For the purposes of these rules of interaction the following concepts and their determinations are used:

1) information resource of the Commission – the official site of the Commission in information and telecommunication network;

2) authorized structural division of the Commission – authorized structural division of the Commission which competence policy issues in the field of the public (municipal) procurements, responsible for forming and maintaining the Eurasian register of manufactured goods of state members enter;

3) authorized body in the field of the state stimulation of the industry (further – authorized body) - the central executive body performing management in the field of the industry and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination and participation in realization of the state stimulation of the industry;

4) the applicant – the legal entity or the individual entrepreneur registered in the Republic of Kazakhstan, performing production of goods (material, component) in the territory of the Republic of Kazakhstan filed petition for inclusion in the Eurasian register of manufactured goods (further – the statement) according to provisions of these rules of interaction;

5) the electronic copy of the appraisal certificate or the certificate of origin of ST-1 – the document in electronic digital form which is completely reproducing the type and data (this) of the appraisal certificate or the certificate of origin of ST-1 in paper form;

6) the appraisal certificate – the document confirming accomplishment in case of production of industrial goods of state member of conditions, production and technological operations in case of which accomplishment the goods are considered the events from state member, and issued by authorized body (organization) of state member according to its legislation;

7) the expert organization – the legal entity having in staff of the expert-auditor in determination of the country of goods' origin, the status of goods of the Eurasian Economic Union or foreign goods, who is carrying out works on conducting examination of goods origin, the status of goods of the Eurasian Economic Union or foreign goods;

8) the certificate of origin of ST-1 – the document in the CT-1, form issued by authorized body (organization) of state member according to the Rules of determination of the country of goods' origin which are integral part of the Agreement on rules of the determination of the country of goods' origin in the Commonwealth of Independent States signed on November 20, 2009, and confirming goods origin in the territory of state member.

Other concepts used in these rules of interaction are applied in the values established by Rules of determination.

Chapter 2. Interaction with the Eurasian economic commission on questions of forming and maintaining the register

3. For the purpose of confirmation of observance in case of production of industrial goods of conditions of production, and also accounting of data on such goods and their producers for implementation of the public (municipal) procurements of the Commission by authorized structural division it is created and the register is kept.

4. Forming and maintaining the register are performed in electronic form by forming or cancellation of records on information resource of the Commission, with obligatory consecutive numbering of manufactured goods of the state members included in the register (registration number of the register entry is assigned), according to Item 15 of Rules of determination.
