About Rules of maintaining the register of the state services

According to article 6 of the Law of the Republic of Tajikistan "About the state services" the Government of the Republic of Tajikistan decides:

1. Approve Rules of maintaining the register of the state services (are applied).

2. To the central and local executive bodies of the government, local government bodies of settlements and dekhot, and also to the legal entities rendering the state services to provide fulfillment of requirements of these rules.

3. To the Ministry of Justice of the Republic of Tajikistan to take necessary measures for accomplishment of this resolution.

Rules of maintaining register of the state services

1. General provisions

1. Rules of maintaining the register of the state services (further - Rules) determine procedure for maintaining the register of the state services and its structure.

2. The main objective of maintaining the register is identification of the state services, and inclusion of data on the state services in the register, simplification of availability of the state services to service providers.

3. Purposes of maintaining register:

- increase in efficiency and quality of activities of service providers;

- ensuring availability and transparency for uslugopoluchatel of data on the state services;

- accounting and analysis of the state services.

4. The register is developed in the state and Russian languages.

2. Procedure for maintaining register

5. The procedure for maintaining the register includes the following stages:

- the analysis of regulatory legal acts of the Republic of Tajikistan regarding identification of the state services;

- determination on the basis of the carried-out analysis of the list of the state services which are subject to inclusion in the register;

- inclusion of certain state services, data on the state services in the register;

- carrying out regular monitoring of the register regarding updating of its content;

- updating (updating) of data on the state services included in the register.

6. Maintaining the register is performed by the state authorized body.

7. For modification and (or) amendments of the register the central and local executive bodies of the government:

- carry annually out inventory count of data on the state services in the register;

- make in authorized state body offers on modification of the register according to appendix 1 to Rules and (or) information on entering of amendments into the register according to appendix 2 to Rules. If necessary the authorized state body on representation of the central and local executive bodies of the government develops and introduces the draft of the corresponding regulatory legal act to the Government of the Republic of Tajikistan.

8. The register affirms the Government of the Republic of Tajikistan.

3. Structure of the register

9. The register is developed according to the structure provided by appendix 3 to Rules.

10. The register provides the following:

- name of the state services;

- data on uslugopoluchatel (physical and (or) legal entity);

- the name of the central executive body of the government developing the standard of the state service;

- name of the service provider;

- the name of the organizations performing reception of applications and issue of results of rendering the state service, and (or) specifying on the Internet portal of "The electronic government" in case of rendering the state service electronically;

- form of rendering the state service;

- paid or non-paid rendering the state service.

11. Classification of the register consists from:

- the Sections including group of the state services depending on spheres of the public relations;

- subsections which state grouping of the state services depending on life situations of uslugopoluchatel;

- sequence numbers of the state services.

12. The eight-digit individual classified code in the form of digital designation which is created of codes of all levels of classification of the register is assigned for the state service. The classified code consists of three parts:

- the first part - consists of 3 figures and designates the Section of the sphere of the public relations;

- the second part - consists of 2 figures and designates subsection depending on life situation of uslugopoluchatel;

- third part

- consists of 3 figures and designates sequence number of the state service in subsection.

13. The classified code is assigned for the state service by the state authorized body.

14. Classification of the register of the state services is constituted on structure according to appendix 4 to Rules.
