About measures for implementation of the Presidential decree of the Russian Federation of March 8, 2022 No. 100

In pursuance of the subitem "an" of Item 1 and item 4 of the Presidential decree of the Russian Federation of March 8, 2022 "About application for the purpose of safety of the Russian Federation of special economic measures in the sphere of foreign economic activity" the Government of the Russian Federation decides No. 100:

1. Enter till December 31, 2025 inclusive export ban out of limits of the territory of the Russian Federation into foreign states and the territories according to the list according to appendix No. 1 of separate types of goods according to lists according to appendices No. 2 and 3.

1(1). Determine what will lock, specified in Item 1 of this resolution, also extends to export out of limits of the territory of the Russian Federation of separate types of goods according to the lists provided by appendices No. 2 and 3 to this resolution in the foreign states which are not specified in appendix No. 1 to this resolution provided that such goods are exported out of limits of the territory of the Russian Federation according to the agreements in foreign trade (contracts) signed by Russian persons with persons registered in jurisdiction of foreign states and the territories according to the list provided by appendix No. 1 to this resolution, or providing calculations with participation of Russian persons through the credit institutions registered in jurisdiction of such foreign states and the territories, except for the goods specified in Item 2 of this resolution.

2. The prohibition specified in Item 1 of this resolution does not extend:

on the goods (except goods according to the list provided by appendix No. 3 to this resolution) which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation and also on the goods occurring about the territories of the Russian Federation moved between parts of the territory of the Russian Federation through the territories of foreign states;

on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

on the goods which are taken out within the international transit airborne transportations through the territory of the Russian Federation to the third countries in one of the following cases:

the aircraft makes intermediate landing at the international airport of the Russian Federation without unloading of goods concerning which the temporary ban on export according to Item 1 of this resolution is imposed, and after intermediate landing follows out of limits of the territory of the Russian Federation;

the aircraft makes intermediate landing at the international airport of the Russian Federation with single reloading of goods concerning which the temporary ban on export according to Item 1 of this resolution is imposed, on other aircraft going out of limits of the territory of the Russian Federation (without their room under customs procedure of customs transit) provided that the specified goods are under customs control and do not leave the check point through frontier of the Russian Federation;

on the goods which are exported from the territory of the Russian Federation for ensuring activities of water vessels, constructions and installations concerning which the Russian Federation has the exclusive jurisdiction;

on the goods which are exported from the territory of the Russian Federation as supplies;

on the goods which are exported by physical persons for private use.

3. Provide to the Federal Customs Service control over the implementation of provisions of Item 1 of this resolution.

3(1). For office use.

4. To the Ministry of Internal Affairs of the Russian Federation, the Border service of Federal Security Service of the Russian Federation, the Federal Service for Technical and Export Control and the Federal Service of troops of national guard of the Russian Federation to render in limits to the competence assistance to the Federal Customs Service when holding the relevant control activities.

5. This resolution becomes effective from the date of its official publication.
