About introduction on a temporary basis allowing procedure for export of separate types of goods out of limits of the territory of the Russian Federation

In pursuance of the subitem "b" of Item 1 of the Presidential decree of the Russian Federation of March 8, 2022 "About application for the purpose of safety of the Russian Federation of special economic measures in the sphere of foreign economic activity" the Government of the Russian Federation decides No. 100:

1. Establish till December 31, 2025 inclusive allowing procedure for export out of limits of the territory of the Russian Federation in the territory of state members of the Eurasian Economic Union of separate types of agricultural machinery and parts to it according to the list according to appendix No. 1, of separate types of vehicles, their parts and accessories according to the list according to appendix No. 2, of separate types of industrial output according to the list according to appendix No. 3, of separate types of the telecommunication equipment, parts and materials according to the list according to appendix No. 4, of separate types of the laboratory, mining, prospecting, geophysical equipment and parts to it according to the list according to appendix No. 5 and separate types of goods of medical appointment according to the list according to appendix No. 6 (further - allowing procedure).

2. The measure, the stipulated in Item 1 this resolution, does not extend:

on the goods occurring about the territories of the Russian Federation accompanied with the certificate of origin in the ST-1 form or other certificate confirming the Russian goods origin, which is drawn up authorized on issue of these certificates by the organization, or the conclusion about confirmation of production of industrial output in the territory of the Russian Federation issued in accordance with the established procedure by the Ministry of Industry and Trade of the Russian Federation;

on the goods which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation;

on the goods moved between parts of the territory of the Russian Federation through the territories of foreign states and between ports of the Russian Federation without calling foreign ports;

on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

on the goods which are exported according to licenses of the Federal Service for Technical and Export Control, according to licenses and lists of Federal Service for Military-Technical Cooperation, according to the lists approved by the Ministry of Defence of the Russian Federation according to lists of the Ministry of Industry and Trade of the Russian Federation within intergovernmental agreements about production and scientific and technical cooperation of the companies of defensive industries or on permissions of Russian Export Control Commission;

on the goods (regardless of their origin) which are taken out to the Donetsk People's Republic, the Luhansk People's Republic, the Republic of Abkhazia and the Republic South Ossetia;

on the goods which are taken out from the territory of the Russian Federation to the Republic of Byelorussia within the Union State;

on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation, located in Baikonur (Republic of Kazakhstan) and in the territory of the Baikonur complex;

on vehicles of international delivery;

on the goods made (made, received) in the territories of the special economic zones, special economic zone, the territories equated to them, located in the territory of the Russian Federation with use of the foreign goods placed under customs procedure of free customs zone;

on the goods made (made, received) in the territories of the free warehouses located in the territory of the Russian Federation with use of the goods placed under customs procedure of free warehouse;

on the goods which are exported by State Atomic Energy Corporation "Rosatom", and also the organizations of State Atomic Energy Corporation "Rosatom", their subsidiaries and legal entities entering with them one group of persons, the federal unitary enterprises concerning which the specified Corporation performs the rights of the owner of property, economic societies under their control, subsuppliers (subcontractors) of any level of all specified persons according to the lists approved by State Atomic Energy Corporation "Rosatom";

on the goods which are exported from the territory of the Russian Federation for ensuring activities of water vessels, constructions and installations concerning which the Russian Federation has the exclusive jurisdiction;

on the goods which are exported from the territory of the Russian Federation as supplies;

on the spare parts and the special equipment which are exported about the territories of the Russian Federation intended for processing, lading protection, maintenance, repair and (or) operation of vehicles of international delivery;

on the multireusable tare (wooden, metal, glass, plastic, special or other) placed under customs procedure of re-export for completion of action of customs procedure of temporary import (admission) or under customs procedure of temporary export;

on the equipment moved with representatives of mass media of state members of the Eurasian Economic Union, representatives of teams of state members of the Eurasian Economic Union and the Russian participants of foreign trade activity for the organization of exposition on exhibition and fair actions abroad;

on the goods which are exported by physical persons for private use;

on the goods coming from the Donetsk People's Republic and the Luhansk People's Republic, accompanied with the certificate of origin issued by authorized bodies (organizations) of the Donetsk People's Republic and the Luhansk People's Republic;

on the goods which are exported by Federal Service for the Oversight of Consumer Protection and Welfare, its subordinated research organizations and suppliers (contractors, contractors) under the contracts signed with them for the purpose of implementation of orders of the Government of the Russian Federation about rendering assistance to foreign states according to the lists approved by Federal Service for the Oversight of Consumer Protection and Welfare;

on the goods which are exported out of limits of the Russian Federation for the purpose of ensuring activities of diplomatic representations of the Russian Federation, consular establishments of the Russian Federation, and also representations of the Russian Federation in case of international (interstate, intergovernmental) the organizations and for repair and (or) construction of the real estate used for ensuring activities of diplomatic representations of the Russian Federation, consular establishments of the Russian Federation, and also representations of the Russian Federation in case of international (interstate, intergovernmental) the organizations, according to the lists approved by the Ministry of Foreign Affairs of the Russian Federation;

on the goods which are exported out of limits of the Russian Federation for the purpose of ensuring activities of the trade missions of the Russian Federation in foreign states and for repair and (or) construction of the real estate used for ensuring activities of the trade missions of the Russian Federation in foreign states according to lists of the Ministry of Industry and Trade of the Russian Federation;
