Based on Item d) parts (7) and parts (12) article 23 of the Law No. 276/2016 on the principles of subsidizing of development of agricultural industry and the rural zone (The official monitor of the Republic of Moldova, 2017, Art. No. 67-71, 93), with subsequent changes, DECIDES: the Government

1. Approve Regulations on provision of advance subsidies for local development by means of program implementation of LEADER it (is applied).

2. To impose control over the implementation of this resolution on the Ministry of Agriculture and the food industry.

3. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Regulations on provision of advance subsidies for local development by means of program implementation of LEADER

Chapter I General provisions

1. The regulations on provision of advance subsidies for local development by means of program implementation of LEADER (further - the Provision) establish conditions and procedure for test, considerations, selection, approval and provision of subsidies, realization and monitoring of the following measures of financial support:

1) measure No. 1. Support of functioning of local initiative groups (further - the INSTANT);

2) measure No. 2. Support of strategy implementation of local development.

2. Financial resources from National fund of development of agricultural industry and the rural zone (further - NFRSKHSM) for the measures specified in Item 1, are allocated in the following purposes:

1) the economic development of the territory the INSTANT based on development of partnership and strategy implementation of local development;

2) strengthening of potential and opportunities of representatives of public, entrepreneurial and civil sectors of the rural zone for realization of processes of local development and implementation of projects;

3) improvement of living conditions and growth in prosperity of rural population;

4) creation of new steady opportunities of earnings;

5) preserving and creation of workplaces;

6) diversification of economic activity.

3. For the purposes of this provision the concepts determined in the Law No. 276/2016 on the principles of subsidizing of development of agricultural industry and the rural circle of the Law No. 50/2021 on local initiative groups, and also the following concepts are used:

1) beneficiary:

a) The INSTANT which request for receipt of subsidy was selected and approved by the Ministry of Agriculture and the food industry (further - the central industry body) for financing by the Agency on intervention and payments in the field of agricultural industry (further - the Agency);

b) the applicant of subsidy, except for the INSTANT which request was selected the INSTANT also is approved for financing by the Agency;
