About measures for the solution of the organizational matters connected with formation of Kukdalinsky district as a part of the Kashkadarya region

For the purpose of the solution of the organizational matters connected with formation of Kukdalinsky district as a part of the Kashkadarya region:

1. Take into consideration that resolutions of Legislative house of Oliy Majlis of the Republic of Uzbekistan of March 2, 2022 No. 1901-IV and the Senate of the Oliy Majlis of the Republic of Uzbekistan of March 17, 2022 No. CK-503-IV "About change of borders of Chirakchinsky district of the Kashkadarya region and formation of Kukdalinsky district" are accepted and borders of Chirakchinsky district of the Kashkadarya region are changed.

2. Form khokimiyat of Kukdalinsky district as a part of the Kashkadarya region.

3. Approve the list of divisions of khokimiyat of Kukdalinsky district, state bodies and organizations of Kukdalinsky district of the Kashkadarya region, and also total extreme number of their established posts according to appendix No. 1.

4. Determine that the managerial personnel of the state bodies and organizations located in Kukdalinsky district of the Kashkadarya region is created within general established posts of the relevant ministries and departments.

5. To khokimiyat of the Kashkadarya region:

a) in a month:

develop and approve the plan of the necessary complex organizational and technical actions connected with formation of Kukdalinsky district and organize its realization at the scheduled time;

together with Agency on management of the state assets, the Ministry of Finance and the Ministry of preschool education to place khokimiyat of Kukdalinsky district, and also other state bodies and the organizations on the basis of the right of free use in the empty part of the building of teacher training college in the territory of MSG "Kukdala" to building construction for them, and also to provide them with material means;

b) in two-month time:

together with the Ministry of Finance, the Ministry of Economic Development and reducings poverty to determine forecast parameters of the budget of the Kukdalinsky district including maintenance costs of khokimiyat of Kukdalinsky district and other state bodies and organizations, and also social and economic development of the area;

provide construction of office buildings for khokimiyat of Kukdalinsky district and divisions of other state bodies and the organizations. At the same time to determine that office buildings for khokimiyat of Kukdalinsky district are under construction at the expense of means of the republican budget, for other state bodies and the organizations - by their extrabudgetary funds;

c) during formation of Kukdalinsky district to ensure effective, stable functioning of industries of economy and the timely solution of the arising social problems;

d) together with the Ministry of employment and employment relationships to take measures for completion by the qualified personnel having necessary work experience, territorial subdivisions of the state bodies and the organizations created in connection with formation of Kukdalinsky district.

6. Determine that the khokimiyat of Kukdalinsky district is legal successor by the rights and obligations of khokimiyat of Chirakchinsky district under the agreements of land lease signed with the producers of agricultural products performing activities in Kukdalinsky district.

7. To the state committee according to the statistics when forming and maintaining statistics to take the administrative territories of Kukdalinsky district into account.

8. To the agency according to the inventory under the State Tax Committee in a month in accordance with the established procedure to make corresponding changes to the land reporting in connection with change of administrative-territorial borders as a result of formation of Kukdalinsky district.

9. To the Supreme Court, the Ministry of Defence, the Prosecutor General's Office, the Ministry of Emergency Situations, the Ministry of Internal Affairs and other law enforcement agencies in two-month time to take measures by training of the structures in Kukdalinsky district, and also to consider questions of construction of office buildings at the expense of budgetary funds.

10. Recommend to commercial banks formation of bank infrastructure in Kukdalinsky district for the purpose of social and economic development of this area.

11. Provide to the Ministry of Justice:

in two-month time change of data on the location (postal address) of the subjects of entrepreneurship performing activities in the administrative territory transferred to Kukdalinsky district, on a grant basis, without reclamation from them of statements or data by means of electronic system;

together with the Ministry of Finance - holding the relevant activities by training department of justice and body of civil registration of Kukdalinsky district within general established posts;

together with khokimiyat of the Kashkadarya region - construction of the building of the Center of the state services in Kukdalinsky district on the terms of public-private partnership or at the expense of the local budget or at the expense of own means.

12. To khokimiyat of the Kashkadarya region together with the Ministry of construction, the Ministry of Economic Development and reducings poverty, the Ministry of Finance, SUE Uzshakharsozlikliti in three-months time to provide development of the master plan of Kukdalinsky district till 2040 taking into account administrative-territorial border of Kukdalinsky district.

13. To the Ministry of Finance before entering of corresponding changes and amendments into acts of the legislation to take measures for financing of maintenance costs of khokimiyat of Kukdalinsky district, and also the state bodies and the organizations formed according to appendix No. 1.

14. Make changes and addition to the resolution of the President of the Republic of Uzbekistan of December 22, 2016 No. PP-2691 "About further enhancement of activities of executive bodies on places" according to appendix No. 2.

15. To khokimiyat of the Kashkadarya region together with the interested ministries and departments to bring departmental regulatory legal acts into accord with this resolution in a month.

16. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan A. Zh. Ramatov and the deputy hokim of the Kashkadarya region M. B. Azimov.
