For the purpose of forming of single approach to creation of specialized schools, expansion of network and strengthening of material and technical resources of data of schools, attraction in educational process of the qualified leading and pedagogical personnel, and also enhancement of system of identification, selection, training and education of gifted youth:

1. Approve offers of the Agency of specialized educational institutions under the Ministry of preschool and school education (further - the Agency), Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent:

a) about the organization under the Agency:

till September 1, 2022 19 specialized boarding schools and 141 specialized school based on the educational institutions which are under authority of the ministries, departments and organizations according to appendices No. No. 1 and 2;

till June 1, 2023 - 5 specialized boarding schools and 3 specialized schools based on the houses of Mekhribonlik and children's towns which are under authority of the Ministry of preschool and school education stopped the activities according to appendix No. 3;

b) about construction in 2022 - 2024 under the Agency of 25 specialized boarding schools according to appendix No. 4;

c) about education since 2022/2023 academic years of high comprehensive schools with classes of profound studying of separate objects based on specialized schools with profound studying of separate objects under the Ministry of national education;

d) about creation in subsequent new specialized boarding schools and specialized schools only under the Agency.

To the responsible ministries, departments and the organizations to take measures for transfer to the Agency of property, buildings and constructions of the educational organizations listed in appendices No. No. 1 in a month - 3 to this Decree, based on the right of operational management.

Grant to the Cabinet of Ministers the right if necessary to make changes and additions to appendices No. No. 1 - 4 to this Decree, including to increase the number of the specialized boarding schools and specialized schools created under the Agency based on the offer of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent.

To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas till January 1, 2023 to complete works on repair, reconstruction and equipment of the houses of Mekhribonlik and children's towns transferred to the Agency, and also construction in their territory of new educational cases.

2. Determine that:

the specialized schools operating under the Agency depending on the direction them activities are assigned to the specialized boarding schools and specialized schools created according to this Decree (further - schools of the Agency) as the basic school rendering methodical assistance;

acceptance parameters in schools of the Agency are determined by the Agency taking into account that the maximum number of pupils in one class shall not exceed 24 people;

in 2022/2023 academic year acceptance in schools of the Agency on the directions of the exact sciences is performed in 5 - 11 classes, on the directions of natural sciences - in 7 - 11 classes, in the next academic years - in the 5 and 7 classes respectively;

admittance of students in schools of the Agency is performed by results of admission examinations, carried out on exact and natural sciences, foreign languages, and also logical thinking;

admission examinations are carried out by the Center of pedagogical skill and international estimates under the Agency in cooperation with the international organizations, and also the Agency according to knowledge and qualifications under the Ministry of the higher education, science and innovations;

the pupils of the average general education, average special and initial professional educational organizations who became winners (1st, 2nd, 3rd places) of the third (regional) stage of the main subject, international or regional Olympic Games which list affirms the Agency are accepted for study in the schools of the Agency located in the region of their training without admission examinations within general parameters of acceptance;

educational process at schools of the Agency is performed on the basis of curricula and educational programs approved by the Agency;

at schools of the Agency along with exact and natural sciences history of Uzbekistan is profoundly taught;

for the purpose of professional orientation of pupils, rendering assistance in the choice of the highest educational institutions to them for the subsequent continuation of training instead of position of the deputy director of schools of the Agency in objects of specialty the position "the adviser of school" is entered;

at specialized boarding schools under the Agency for pupils free healthy food on the basis of outsourcing will be organized;

at schools of the Agency at the expense of means of the Government budget the fund of material stimulation in the amount of 100 percent of the salary fund of workers is created.

3. To the agency (A. Ubbiyev) since 2022/2023 academic years at schools of the Agency:

provide conducting educational process on the basis of the modern textbooks prepared based on the international educational programs;

create necessary conditions and educational environment for development by pupils of foreign languages in perfection, involve foreign, and also domestic pedagogical personnel in this process;

organize additional rates on artificial intelligence, robotics, agrotechnologies, nanotechnologies, biotechnologies, IELTS, TOEFL and SAT;

proceeding from interests of pupils to organize, in addition to the main training programs, out-of-class practical training on career guidance;

together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to enter procedure for carrying out for pupils of 10 and 11 classes of practical training at the production and servicing companies located in the nearby territories;

pay special attention to implementation in educational and educational processes of patriotic spirit, feelings of national pride, love and commitment to the people, respect for history of Uzbekistan, scientific creatively and spiritual educationally to heritage, consciousness, diligence and responsibility, commitment and bravery;

take measures for use of efficient pedagogical technologies for education of pupils by versatily developed, competitive persons who are deeply realizing essence and value of the reforms undertaken in Uzbekistan and the conditions created for youth, the having wide outlook, independent thinking and intellectual potential.

4. To the ministry of national education (B. Saidov) together with the Ministry of the higher and secondary vocational education (A. Toshkulov), the Ministry of employment and employment relationships (N. Khusanov), and also Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent till September 1, 2022 to take measures for transfer of the pupils of the average educational institutions transferred to system of the Agency, to other high comprehensive schools of system of national education, and also on employment leading who did not pass selection examinations and the pedagogical personnel which did not undergo tender.

5. Determine that construction, reconstruction and repair of schools of the Agency, providing them are made by modern furniture and accessories, the educational laboratory equipment, information and communication technologies, multimedia devices, and also means of video surveillance at the expense of the funds allocated within development programs of social and production infrastructure of the Republic of Uzbekistan, means of the Government budget, Fund of support of gifted youth for the Agency, the credits and grants of the international financial institutions, sponsor's donations, and also other sources which are not prohibited by acts of the legislation.

To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, the Ministry of Economics and finance (Sh. Kudbiyev), to the Ministry of preschool and school education (H. Umarov) to provide inclusion of the schools of the Agency specified in appendix No. 4 to this Decree in the Development program of social and production infrastructure of the Republic of Uzbekistan in 2023-2024.

To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent till August 1, 2022 to take measures for repair, equipment by modern educational accessories, information and communication technologies, furniture and educational laboratories of the schools of the Agency specified in appendices No. No. 1-2 to this Decree and also to create necessary conditions for accommodation and food of pupils.

6. To rename the center of pedagogical skill and international assessment under the Agency into the Scientific and practical center of pedagogical skill and the international assessment (further - the Center).

Determine the main objectives of the Center:

development for educational institutions under the Agency of the state educational standards, curricula, training programs and sets of textbooks, and also their purchase;

carrying out final state assessment of graduates of educational institutions under the Agency;

studying of the best practices in the field of education and development of recommendations about their implementation in the country, assessment and certification of knowledge and skills of teachers in cooperation with the leading research establishments of foreign countries;

continuous professional development of the leading and pedagogical personnel, development of the state education requirements imposed to increase in their qualification and also the organization of professional development course together with the international organizations;

scientific and methodical providing educational institutions under the Agency, carrying out basic, applied and innovative researches, widespread introduction of results of researches in practice;

7. Approve structure of the Scientific and practical center of pedagogical skill and the international assessment under the Agency according to appendix No. 5.

To the agency (H. Umarov) to develop and approve the Charter of the Center in a month.
