1. Approve enclosed:

Storage precautions of drugs, psychotropic substances and their precursors;

change which is made to Item 16 of appendix No. 1 to the order of the Government of the Russian Federation of August 14, 1992 No. 587 "Questions of private detective (detective) and private security activities" (Collection of acts of the President and the Government of the Russian Federation, 1992, No. 8, Art. 506; Russian Federation Code, 2012, No. 6, Art. 665; 2021, No. 44, Art. 7427).

2. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

3. This resolution becomes effective since September 1, 2022.

4. Determine that the Rules approved by this resolution are effective till September 1, 2028.

Storage precautions of drugs, psychotropic substances and their precursors

1. These rules establish procedure for storage of the drugs and psychotropic substances included in the list of the drugs, psychotropic substances and their precursors which are subject to control in the Russian Federation, No. 681 approved by the order of the Government of the Russian Federation of June 30, 1998 "About approval of the list of the drugs, psychotropic substances and their precursors which are subject to control in the Russian Federation" (further respectively - drugs, psychotropic substances, the list), and also precursors of the drugs and psychotropic substances entered in the list I of the list (further - precursors).

2. Storage of drugs, psychotropic substances and precursors is performed by the legal entities having license for activities on drug trafficking, psychotropic substances and their precursors, to cultivation of the narcocontaining plants with indication of the performed works and services in storage of drugs, psychotropic substances and precursors.

3. Storage of drugs, psychotropic substances and precursors is performed in specially equipped rooms, requirements to which equipment are established by technical means of protection according to the order of the Government of the Russian Federation of December 17, 2010 No. 1035 "About procedure for establishment of requirements to equipment by technical means of protection of objects and rooms in which the activities connected with drug trafficking, psychotropic substances and their precursors and (or) cultivation of the narcocontaining plants are performed" (further - rooms), and also in places of temporary storage (except for precursors).

4. Rooms are subdivided into 5 categories. Concerning rooms of each of categories requirements to storage conditions in them of drugs, psychotropic substances and precursors are established.

5. The premises of producers and manufacturers (except for the pharmaceutical organizations) drugs, psychotropic substances and precursors intended for storage of initial materials and finished goods (except for products which are in work in progress), premises of the organizations performing wholesale trade by drugs and psychotropic substances and (or) the conversion of drugs, psychotropic substances and precursors intended for storage of drugs, psychotropic substances and precursors, and also premises of the organizations performing storage of drugs and psychotropic substances, intended for liquidation of medical and sanitary consequences of emergency situations of natural and technogenic nature or for mobilization needs belong to the 1st category.

6. The premises of the pharmaceutical organizations intended for storage of 3-month or 6-month inventory (for the pharmaceutical organizations located in rural settlements and areas, remote from settlements) drugs and psychotropic substances, and also the premises of the veterinary pharmaceutical organizations intended for storage of 3-month inventory of drugs and psychotropic substances belong to the 2nd category.

7. The premises of the medical and veterinary organizations intended for storage of 15-day inventory of the drugs and psychotropic substances entered in the list II of the list, and monthly inventory of the psychotropic substances entered in the list III of the list, the premises of the medical organizations intended for storage of the narcotic medicines and psychotropic medicines making leave of the specified medicines to physical persons according to Item 1 of article 25 of the Federal law "About Drugs and Psychotropic Substances", the rooms of legal entities intended for storage of the drugs and psychotropic substances used in the scientific, educational purposes and in expert activities and also the rooms of legal entities intended for storage of the precursors used in the scientific, educational purposes and in expert activities belong to the 3rd category.

8. The premises of the medical and veterinary organizations intended for storage of three-day inventory of drugs and psychotropic substances and also the premises of the medical organizations intended for storage of the unused drugs accepted from relatives of the died patients belong to the 4th category.

9. Belong to the 5th category intended for storage of monthly inventory of narcotic medicines and psychotropic medicines of the premises of separate divisions of the medical organizations making leave of the specified medicines to physical persons according to Item 1 of article 25 of the Federal law "About Drugs and Psychotropic Substances".

10. Inventories of the drugs and psychotropic substances registered in accordance with the established procedure in the Russian Federation as the medicines intended for medical application are determined by legal entities based on the standard rates established by the Ministry of Health of the Russian Federation for calculation of need for the specified medicines intended for medical application.

11. Inventories of the drugs and psychotropic substances registered in accordance with the established procedure in the Russian Federation as medicines for veterinary application are determined by legal entities based on the standard rates established by the Ministry of Agriculture of the Russian Federation for calculation of need for the specified medicines for veterinary application.

12. In the room belonging to the 1st category, drugs, psychotropic substances and precursors are stored in the locked safes or metal cases. Storage of drugs, psychotropic substances and precursors on racks (pallets) in not opened (intact) group or transport container or in sealed container in case of storage of large volumes of the drugs, psychotropic substances and precursors which are not allowing placement them in safes (metal cases) is allowed.
