2) the order of the Government of the Kyrgyz Republic "About approval of the Regulations on procedure for calculation of years of service of public service and municipal service for payment of allowances to official pay rate for long service" of January 6, 2017 No. 8;
3) paragraphs of the sixty first, sixty second, seventy second - the eighty first Item 1 and item 4 of the order of the Government of the Kyrgyz Republic "About modification and amendments in some decisions of the Government of the Kyrgyz Republic" of June 8, 2017 No. 358;
4) the subitem 3 Items 3 appendices to the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic in the sphere of the public civil service and municipal service" of December 6, 2018 No. 568;
5) subitems 2, the 5th Item 3 appendices to the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic in the sphere of the public civil service and municipal service" of October 11, 2019 No. 536.
3. This resolution becomes effective after seven days from the date of official publication.

1. These standard qualification requirements to groups of managerial positions of the public civil service and municipal service (further - groups of managerial positions) are developed according to the Law of the Kyrgyz Republic "About the public civil service and municipal service".
2. Standard qualification requirements are established to groups of managerial positions according to the register of the state and municipal positions of the Kyrgyz Republic approved by the President of the Kyrgyz Republic.
3. Standard qualification requirements are established to the level of professional education, years of service of the public and municipal service or length of service in the specialty and to the professional competences necessary for execution of job responsibilities.
4. State bodies and local government bodies are developed and approve qualification requirements to each managerial position provided by their staff list on the basis of these standard qualification requirements.
5. Changes and amendments to qualification requirements are made by state bodies, local government bodies on the basis of changes of functions of body or functional obligations of position.
6. Standard qualification requirements are subdivided on obligatory and additional.
7. Mandatory standard qualification requirements to managerial positions include requirements to:
1) to professional education. The specialty (direction) of professional education shall correspond to functional obligations on position;
2) to years of service of the public and/or municipal service or work experience in the specialty taking into account group and category of managerial positions;
3) to professional competences:
- to knowledge of the general legislation of the Kyrgyz Republic, and also the legislation regulating field of activity on the corresponding position;
- to knowledge of the state and official languages in the amount necessary for execution of job responsibilities, and also foreign language (as necessary).
8. Availability of professional education is confirmed by the document of the established sample.
Availability of additional education is confirmed by the relevant document on the termination of professional development course.
For graduates of the highest (averages special) educational institutions of the current year provision of the certificate of the termination of educational institution and assignment of the corresponding qualification with indication of estimates in the studied objects and official seal of educational institution is allowed.
The diplomas gained in higher educational institutions of foreign states are subject to consideration after submission of the conclusion about confirmation of level and contents of the education documents issued by foreign educational institutions and their action in the Kyrgyz Republic by authorized state body in education.
9. The years of service in the specialty for replacement of managerial state position are estimated from the date of the occupational work specified in the diploma about higher education.
The years of service in the specialty for replacement of managerial municipal positions are estimated from the date of the occupational work specified in the diploma about the higher and/or secondary education.
In years of service only that period when at the candidate the higher and/or secondary vocational education (specialty) of the corresponding profile (direction) was had in the specialty is set off.

10. Level of knowledge of state language for each managerial position is established according to the legislation in the sphere of state language of the Kyrgyz Republic.

Additional qualification requirements to managerial positions of the public civil service and municipal service include requirements to professional competences at the level of skills which allow to fulfill more successfully job responsibilities taking into account specialization of state body, local government body and functional features of specific position.
