About approval of the Method of determination of criteria of innovation of projects

According to subitem 9-2) of Item 2 of article 100-1 of the Entrepreneurial code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve the enclosed Method of determination of criteria of innovation of projects.

2. To provide to department of innovative ecosystem and scientific and technical development of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

3) within ten working days after state registration of this order, submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Method of determination of criteria of innovation of projects

Chapter 1. General provisions

1. This Method of determination of criteria of innovation of projects (further – the Technique) it is developed according to subitem 9-2) of Item 2 of article 100-1 of the Entrepreneurial code of the Republic of Kazakhstan for the purpose of determination of innovation of the project or its absence.

2. The basic concepts used in this Technique:

1) innovation – new or advanced result of innovative activities in the form of the product (goods, work or service) which became to available potential users, or the process put into operation, providing competitiveness and comparative advantage unlike the previous products or processes;

2) the innovative project (further – the project) – complex of the actions realized during certain term of time performed within innovative activities and directed to creation and (or) implementation of new or advanced product or process and finishing it to the consumer;

3) innovative activities – the activities (including intellectual creative, scientific, scientific and technical, technology, industrial and innovative, infocommunication, organizational, financial and (or) business activity) directed to creation of innovations;

4) innovation – orientation on increase in cost efficiency of activities by creation new or considerably the improved products (goods, works or services), technologies or processes taking into account their further implementation and providing ecological safety.

Chapter 2. Determination of criteria of innovative projects

3. Innovation availability in the project is determined by the following criteria:

1) implementation following the results of project implementation of the new or advanced product (goods, work or service) which became to available potential users or the process put into operation and brought to the consumer;

2) providing competitiveness of new or advanced product or process in the market following the results of project implementation, on availability of comparative technology and/or financial and economic advantage unlike the previous products or processes of the company;

3) accomplishment within the project of research, developmental and technology works, implementation of results of scientific and technical activities which final result is creation of new or advanced products and processes;

4) availability of identification of results of project implementation in the form of products and intellectual property items according to the Law of the Republic of Kazakhstan "About copyright and the related rights";

5) availability of novelty of the acquired equipment, engineering procedure or technology at the enterprise level.

4. Determination of compliance of projects to one of criteria of innovation, stipulated in Item 3 these Techniques, is performed within examination which conducting is provided by provision of measures of the state support of innovative activities according to article 241-7 of the Entrepreneurial code of the Republic of Kazakhstan and the state stimulation of the industry according to article 29 of the Law of the Republic of Kazakhstan "About industrial policy".
