1. Rename public organization "Fund of Social Investments of Moldova" into public organization "National Office of Regional and Local Development".

2. Approve:

1) Regulations on public organization "National Office of Regional and Local Development", according to appendix No. 1;

2) Structure of public organization "National Office of Regional and Local Development", according to appendix No. 2;

3) to Organigramm of public organization "National Office of Regional and Local Development", according to appendix No. 3.

2-1. Establish the extreme number of public organization "National Office of Regional and Local Development" in number of 40 units.

3. To the ministry of infrastructure and regional development to offer on approval to National coordination council on regional and local development the necessary budget for the organization and functioning of public organization "National office of regional and local development.

4. In appendix No. 3-3 to the Order of the Government No. 690/2017 about the organization and functioning of the Ministry of infrastructure and regional development (Official monitor of the Republic of Moldova, 2017, 792), with subsequent changes, to state Item 1 to Art. No. 322-328, in the following edition:

"1. Public organization "National Office of Regional and Local Development".

5. The order of the Government No. 1188/2018 about the organization and functioning of Fund of social investments of Moldova (2018, Art. No. 448-460, 1265), with subsequent changes, to declare the official monitor of the Republic of Moldova invalid.

6. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Regulations on public organization "National Office of Regional and Local Development"

I. General provisions

1. The regulations on public organization "National Office of Regional and Local Development" (further - the Provision) regulate mission, spheres of competence, function, power, the right and obligation of public organization "National Office of Regional and Local Development" (further - Office), and also the organization of its activities.

2. The office is public organization in which the body of public management responsible for development of policy of regional development performs function of the founder. The office has seal with the image of the State Emblem of the Republic of Moldova and the name in state language and owns accounts on the single treasurer account of the Ministry of Finance.

3. The Office location - municipium of Chisinau.

II. Mission, spheres of competence, function, power, right and obligation of office

4. The mission of Office consists in coordination and the organization of the activities aimed at providing implementation of programs and projects in the areas provided by the Law No. 27/2022 on National fund of regional and local development.

5. Spheres of participation of Office are:

1) improvement of local technical infrastructure;

2) construction and updating of social infrastructure;

3) joint financing of the projects implemented at the expense of means of the external help;

4) other areas fixed by regulations, including connected with the areas managed by the founder.

6. The office performs the following functions:

1) rendering necessary assistance in case of implementation of programs and projects in the areas specified in Item 5, and also accomplishment of other functions assigned by decisions of National coordination council on regional and local development (further - National council) and/or the founder;

2) effective implementation of programs and projects in spheres of competence according to the established tasks;

3) management of the financial resources allocated for projects in spheres of competence according to agreements on the external help and the approved budget;

4) support to the founder in development of project offers in spheres of competence;

5) creation and representation to the founder and National council of process reports of implementation of programs and projects, and also about use of the financial resources intended for them.

7. The office performs the following powers:

1) develops regulations on carrying out requests for project offers and provides their accomplishment;

Develops 2) and submits for approval documents on regulation of processes of implementation of programs and projects and other regulating acts;

3) is provided by management and monitoring of the financial resources allocated for implementation of the programs and projects financed from means of National fund of regional and local development;

4) implements programs and projects of the external help according to provisions of regulations or agreements on the external help signed with foreign partners on development;

5) is provided by transparent holding procedures of public procurements;

6) provides supervision and quality check of accomplishment of services, works and delivery of goods to the terms established by contractors and consultants with whom the agreement is signed;
