For the purpose of increase in effectiveness and quality of work, material stimulation and creation of conditions for employees of the educational organizations, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Determine that:

- the minimum base rate in the amount of 7040 som is the basis for calculation of the tariff charge (salary) and wage rates of employees of the organizations of education system of the Kyrgyz Republic;

- the tariff charge (salary) and wage rate of employees of the organizations of education system of the Kyrgyz Republic is calculated by multiplication of the size of the minimum base rate (7040 som) by frequency rate coefficient to official pay rates and rates.

2. Approve:

- frequency rate coefficients to the tariff charges (salaries) and rates of workers of education system according to appendices 1-18;

- frequency rate coefficients to the tariff charges (salaries) of the technical service personnel occupied in education system according to appendix 19;

- frequency rate coefficients to the tariff charges (salaries) of the junior service personnel occupied in education system according to appendix 20;

- Regulations on compensation of pedagogical and some employee categories of education system according to appendix 21.

3. Payment terms of work of employees of the educational organizations financed by means of the special account are determined by the most educational organization.

Frequency rate coefficients to official pay rates and rates and the sizes of hourly pay of work shall not be below frequency rate coefficients to official pay rates, rates and the sizes of hourly pay of work of employees of the educational organizations financed by means of the budget account for the corresponding position.

4. Surcharges and allowances for years of service of pedagogical work, academic degree, honorary titles, work in the conditions of highlands and remoteness, qualification category, and also special working conditions are determined by the corresponding regulatory legal acts of the Kyrgyz Republic.

5. Permit to conduct teaching work in the absence of teachers and teachers of the corresponding objects to the heads working for complete rate:

1) the preschool educational organizations - no more than 18 hours a week;

2) the general education organizations, the organizations of primary professional education, orphanages - no more than 9 hours a week - at 5-11 classes, no more than 8 hours a week - in 1-4 classes;

4) the educational organizations of secondary professional education - no more than 360 hours in academic year;

5) the educational organizations of higher education - no more 0,5 of rate of official pay rate on the corresponding position;

6) children's schools in the field of culture and art - no more than 9 hours a week.

Deputy directors on the teaching and educational work, organizers on out-of-class and out-of-school work with children of the general education organizations working at 0,75, 0,5 and 0,25 of rate are allowed to conduct respectively no more 14, 18 and 23 hours a week at 5-11 classes.

6. Permit social teachers and laboratory assistants of the general education organizations:

13. To the Ministry of Finance of the Kyrgyz Republic:

- provide additional assignments for salary increase of workers of education system in the republican budget for 2022;

- in case of project development of the Law of the Kyrgyz Republic "About introduction of amendments to the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2022 and the forecast for 2023-2024" to provide the changes following from this resolution.

14. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About approval of the Instruction about procedure for calculation of the salary of employees of the educational organizations" of May 31, 2011 No. 270;
