About application of response special economic measures in connection with unfriendly actions of some foreign states and the international organizations

Due to the unfriendly and contradicting international law actions of the United States of America and the foreign states and the international organizations which adjoined them directed on illegal deprivation of the Russian Federation, citizens of the Russian Federation and the Russian legal entities of the property right and (or) restriction of their property right for the purpose of protection of national interests of the Russian Federation and according to the Federal Law of December 30, 2006 "About special economic measures and enforcement powers" I decide No. 281-FZ:

1. To the federal bodies of the government, public authorities of subjects of the Russian Federation, other state bodies, local government bodies, the organizations and physical persons which are under jurisdiction of the Russian Federation in the activities to recognize that from the date of entry into force of this Decree concerning separate legal entities, physical persons and the organizations which are under their control special economic measures are applied.

2. Provide application of the following special economic measures:

a) prohibition to the federal bodies of the government, public authorities of subjects of the Russian Federation, other state bodies, local government bodies, the organizations and physical persons which are under jurisdiction of the Russian Federation:

make transactions (including to sign contracts in foreign trade) with legal entities, physical persons and the organizations which are under their control to whom special economic measures are applied (further - persons which are under sanctions);

perform before persons which are under sanctions, obligations according to committed transactions (including according to the signed contracts in foreign trade) if such obligations are not fulfilled or performed not in full;

perform financial transactions on which beneficiaries are persons which are under sanctions;

b) export ban out of limits of the territory of the Russian Federation of products and (or) raw materials, production and (or) production of which are performed in the territory of the Russian Federation provided that such products and (or) raw materials are delivered for benefit of persons which are under sanctions, and (or) persons which are under sanctions for benefit of other persons.

2(1). Confer to the Government of the Russian Federation power on issue of temporary permissions to making of separate transactions (transactions, actions) with persons which are under sanctions.

3. Grant to the Ministry of Finance of the Russian Federation the right to make official explanations concerning application of this Decree, except for the paragraph of the fourth subitem "an" of Item 2 of this Decree.

4. Grant to the Central bank of the Russian Federation the right to make official explanations concerning application of the paragraph of the fourth subitem "an" of Item 2 of this Decree.

5. To the government of the Russian Federation in 10-day time:

a) approve the list of persons which are under sanctions;

b) determine additional criteria of reference of transactions to transactions which making and obligation fulfillment on which are prohibited according to paragraphs second and third the subitem "an" of Item 2 of this Decree.

6. This Decree becomes effective from the date of its official publication and is effective before cancellation of the special economic measures established by it.
