About organizational measures for enhancement of public administration in spheres of tourism, cultural heritage and sport

As a result of support of policy of openness, rich cultural heritage and the sphere of tourism in recent years the number of the tourists visiting our country several times increased. The pandemic made the negative impact also on this sphere.

At the same time it is necessary to increase cardinally overall performance on the accelerated development in the country of tourist services, especially on improvement of infrastructure, broader involvement of opportunities of pilgrim and internal tourism, and also strengthening of protection of objects of cultural heritage.

In the field of sport broad attraction to all sports of the population, including youth, by means of further promoting of sport in махаллях and educational institutions, creations in all of them of the conditions necessary for sports, strengthening of health of boys and girls, women, prolongation of life of respectable fathers and mothers by broad promotion of healthy lifestyle, and also creation of all conditions for further thorough training of our athletes to participation in the Olympic and Paralympic, Asian and Paraasian Games and the international competitions is required.

For the purpose of the effective organization of execution of these tasks, further improvement of quality of management in spheres of tourism and sport on the basis of new approaches:

1. Form:

a) based on the Ministry of tourism and sport:

Ministry of tourism and cultural heritage;

Ministry of development of sport;

b) based on territorial subdivisions of the Ministry of tourism and sport:

Ministry of tourism and cultural heritage of the Republic of Karakalpakstan, head departments of areas and city of Tashkent, departments of areas (cities) of the Ministry of tourism and cultural heritage;

Ministry of development of sport of the Republic of Karakalpakstan, head departments of areas and city of Tashkent, departments of areas (cities) of the Ministry of development of sport.

2. Determine that:

The ministry of tourism and cultural heritage and the Ministry of development of sport are state bodies on realization of single state policy in spheres of tourism, cultural heritage and sport respectively;

3. Determine the main objectives:

a) Ministries of tourism and cultural heritage:

comprehensive expansion of external and internal tourism, development of new tourist routes and their promotion on the tourist markets, cooperation increase with the authoritative international and national organizations for tourism, implementation of the international and interstate standards and regulations in tourist activities and practice, further development of tourist image of the country;

expansion of types of tourism, implementation of address measures for all-round development first of all internal and pilgrim, ecological, ethnographic, business, sports, gastronomic, medical, educational and scientific tourism, determination of the perspective directions of tourism and creation of new tourist products proceeding from the tourist capacity of regions of the republic;

identification, registration, protection, promotion, maintaining the state register, electronic catalog, passport and state inventory of objects of cultural heritage, implementation of the state control in this direction, implementation of regulations of documents and recommendations of UNESCO and other international organizations, preserving historical and cultural value, uniqueness, natural landscape and distinctness of the historical and cultural territories;

conducting marketing in the external and internal markets of tourist services, promoting and promotion of invaluable tourist capacity of our country, realization of the active promotional and informational policy directed to promotion of national tourist products and brands for the international tourist markets;

the organization of work on planning and designing of the territories having tourist potential for forming of tourist infrastructure, including placement of tourist objects, and also attracting investors to them, rendering comprehensive assistance in increase in entrepreneurial activity in the field of tourism, effective management of tourist objects on the basis of public-private partnership, step-by-step complete digitization of this sphere;

b) Ministries of development of sport:

the organization of large-scale work on sports promoting, broad attraction to mass sports and maintaining healthy lifestyle of the population, especially children and youth, each town, the settlement, the aul, waved everyone the cities, towns, settlements and auls, to their attraction to sports on permanent basis, enhancement and digitalization of system of sports education, creation of reserve of highly effective athletes on sports;

development of sports infrastructure, including increase in sporting venues in the rural and remote districts, development of sports marketing, effective management of sporting venues on the basis of public-private partnership, step-by-step complete digitalization of the sphere, expansion of network of non-state sporting venues and organizations, their state support;

development of professional sport in the country, including team, winter and extreme sports, implementation of modern technologies in process of sports preparation taking into account the best international practices, increase in level and quality of the national championships on all sports, the organization of the international and regional competitions, ensuring acceptance of system measures for counteraction to unhealthy sport;

implementation of interaction with National Olympic Committee of Uzbekistan, National Paralympic committee of Uzbekistan, sports federations (associations) in creation of effective system of selection (selection), preparation and increase in skill of perspective athletes, forming from their number of high-quality sports reserve and structures of national teams of the country for ensuring successful participation in the Olympic and Paralympic, Asian and Paraasian Games, the World Cups, Asia and other international competitions and tournaments;

development of Paralympic movement, including expansion of conditions for sports of persons physically challenged and disability, creation of its infrastructure, selection (selection) and orientation to professional sport of perspective athletes, and also training of qualified specialists.
