About measures for reliable safety control of the person and sharp reducing cases of death rate on highways

In the country large-scale organizational and practical work in the field of enhancement of system of safety control of traffic is carried out in recent years.

At the same time, despite the taken measures, the number of the road accidents which led to death remaining on high level shows need of radical reforming of system of safety control on highways.

In particular, reduction of road infrastructure in full compliance with modern requirements of ensuring safe movement, implementation of the effective system directed to early prevention of offenses in this sphere and also widespread introduction of the digital technologies excluding human factor is required.

According to the Strategy of development for system of ensuring public safety in the Republic of Uzbekistan in 2022 - 2025, and also for the purpose of the guaranteed protection against any incidents of life and health of the person on highways, in the conditions of New Uzbekistan:

1. Determine the urgent directions of safety control of traffic in the country:

enhancement of infrastructure of highways and improvement of their quality, creation of reliable conditions for safe movement of participants of traffic on the basis of the principle of priority "the pedestrian - public transport - cycle transport - motor transport";

raising on qualitatively new level of educational process of preparation, retraining of drivers, increases in their qualification with implementation in system of innovative pedagogical technologies;

increase in culture of observance of traffic regulations by drivers and pedestrians, ensuring inevitability of punishment for any offense;

the organization of instilling of bases of traffic regulations since the childhood, implementation of this practice in the organizations of preschool education and comprehensive schools;

complete digitalization of the organization of traffic, application of new management systems and control with implementation of the advanced information and communication technologies.

2. For the purpose of ensuring unconditional observance of traffic regulations and the prevention of cases of their further violation to implement the system of charge of penal points to drivers for road traffic offenses providing the following procedure since December 1, 2022:

charge of separate penal points for each road traffic offense within 12 months;

deprivation of the driver of the right of vehicle control for certain term in accordance with the established procedure in case of exceeding of penal points of assigned amount;

application to the drivers who for certain period did not violate the traffic regulation died stimulations by reducing penal points in case of the subsequent charge.

To the Ministry of Internal Affairs (P. R. Bobozhonov), to the Ministry of Justice (R. K. Davletov) in a month taking into account the best foreign practices to introduce the drafts of acts of the legislation providing implementation of system of charge of penal points to drivers for road traffic offense.

3. For the purpose of radical enhancement and raising on qualitatively new level of system of training of drivers to establish procedure according to which:

the license for activities and to the examination centers, irrespective of their form of business, is issued to all educational institutions which are engaged in preparation, retraining of drivers and increase in their qualification (further - driving schools) by the Ministry of Internal Affairs;

work of driving schools on development of the training programs based on innovative pedagogical technologies, and also retraining and to advanced training of their teachers of drivers-instructors and mentors on contractual basis is performed by Academy of the Ministry of Internal Affairs.

To the Ministry of Internal Affairs (A. I. Ikramov, B. T. Abdullaev):

in a month to review the requirements and criteria shown to driving schools and the examination centers to introduce the draft of the government decision providing the severe measures directed to improvement of the quality of their educational activities;

in two-month time to create in Academy of the Ministry of Internal Affairs all necessary educational and methodical and the material and technical resources connected with the organization of rates of retraining and advanced training of teachers, drivers-instructors and coaches of driving schools.

Assign to the Minister of Internal Affairs P. R. Bobozhonov the personal responsibility for the effective organization of the implemented new system of activities of driving schools and examination centers, and also the organization of high-quality training of drivers.

4. Determine that:

a) the personal responsibility for adequate translation on system of numerical control of intersections in the cities of Nukus, Tashkent, the regional centers is assigned to the chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of the city of Tashkent and areas;

b) divisions of traffic safety of law-enforcement bodies (further - divisions of traffic safety) are responsible for regulation of means of traffic in the cities of Nukus, Tashkent, the regional and district (city) centers by means of installation of route signs, indexes and traffic lights, drawing road marking, determination of places of crosswalks;
