About features of implementation of transactions with precious metals and gemstones within the Eurasian Economic Union

The state members of the Eurasian Economic Union which further are referred to as with state members

based on the Agreement on the Eurasian Economic Union of May 29, 2014,

for the purpose of creation of conditions for ensuring free circulation of precious metals and gemstones within the Eurasian Economic Union (further - the Union),

for the purpose of forming of the mutually advantageous trade and economic mechanisms oriented to creation of competitive advantages of state members and their interaction for the purpose of development of effective measures in the field of implementation of transactions with precious metals and gemstones within the Union

agreed as follows:

Article 1

For the purposes of this agreement concepts which mean the following are used:

"analysis" - determination of chemical composition of metal and its alloy of which the product, including by application of the methods providing destruction of this product is made;

"refining of precious metals" - process of purification of the extracted precious metals of impurity and the accompanying chemical elements with bringing content of precious metal to the values conforming to requirements of interstate standards, and (or) the state (national) standards of state members, and (or) the specifications operating in the territories of state members, and (or) the international standards of quality received by the London association of participants of the market of precious metals (LBMA) and participants of the London market of platinum and palladium (LPPM);

"production of gemstones" - extraction of gemstones from radical, loose and technogenic fields, and also sorting, primary classification and primary assessment of gemstones;

"production of precious metals" - extraction of precious metals from radical (ore), loose and technogenic fields with receipt of the concentrates and other semi-products containing precious metals;
