Approve the Procedure for financial provision of activities of military authorities which is applied.

Procedure for financial provision of activities of military authorities

1. This Procedure determines the mechanism of financial provision of activities of military authorities, in particular, of implementation of compensation of workers and cash cover of the military personnel of the military forming formed according to the laws, faces of the private and the commanding structure of law enforcement agencies, service of civil protection which are sent to them in the procedure established by the legislation.

2. Financing of activities is performed:

1) military authorities of settlements - at the expense of means of the corresponding local budget of territorial community where the military authorities is formed;

2) regional and district military authorities - at the expense of means of the government budget and the corresponding regional and district budgets.

3. Means of regional and district budgets for implementation of powers of regional and regional councils by regional and district military authorities are provided by establishment of budget settings in such budgets for separate codes of standard program classification of expenses and crediting of the local budget in the form of subvention from the local budget, to the manager of means of the government budget.

The main manager of means of the local budget according to budget settings transfers means to the manager of means of the government budget into the separate special registration account opened in accordance with the established procedure in body of Treasury for the place of servicing of the manager of budgetary funds.

4. The size of the salary of employees of regional and district military authorities is determined in accordance with the terms of compensation, established for the corresponding employees of the district and regional state administrations, and employees of military authorities of settlements - according to the work payment terms established for employees of relevant organs of local self-government.

The serviceman of the military forming formed according to the laws, to the faces of the private and the commanding structure of law enforcement agencies, services of civil protection sent to military authorities pays cash cover proceeding from official pay rate, salary on military (special) rank, other monthly types of cash cover (increase in official pay rate, the allowance, surcharge, the remunerations having permanent nature, awards) and one-time additional types of cash cover according to the procedure and the sizes established by regulatory legal acts for the military personnel of the military forming formed according to the laws, faces of the private and the commanding structure of law enforcement agencies, service of civil protection on the last position held before business trip.

Payment of cash cover is performed taking into account requirements of the resolution of the Cabinet of Ministers of Ukraine of February 28, 2022 No. 168 "Questions of some payments to the military personnel, faces of the private and the commanding structure, to police and their families during action of warlike situation, at the expense of means:

organizations and the organizations from which such categories of persons are sent to military authorities;

regional and district military authorities, budgets of territorial communities for category of the persons sent to military civil authorities and appointed (renominated) in military authorities.

The decision on payment of award and the size of extra fee to the chief of regional military authorities is accepted by the Commander-in-chief of Armed Forces; to chiefs of district military authorities, military authorities of settlements, the military personnel of the military forming formed according to the laws, faces of the private and the commanding structure of law enforcement agencies, services of civil protection sent to military authorities or military civil authorities and appointed (renominated) in regional, district military authorities and military authorities of settlements is accepted by the chief of the relevant regional military authorities.

5. The structure and the staff list regional, by Kiev city military authorities, and also district military authorities and military authorities of the settlements located in areas in which regional military authorities is not formed are approved by the commander-in-chief of Armed Forces on representation of the chief of the relevant military authorities.

Estimates and plans of assignments of the military authorities specified in paragraph one of this Item are approved by the chief of the relevant military authorities.

The structure, the staff list, estimates and plans of assignments of district military authorities and military authorities of the settlements located in areas in which regional military authorities is formed are approved by the chief of the relevant regional military authorities.

Estimates and plans of assignments of the military authorities specified in paragraph three of this Item agree with financial structural division of the relevant regional military authorities.

6. Expenses on ensuring activities of military authorities of settlements are performed by code of standard program classification of expenses and crediting of the local budget 0160 "Management and management in the respective sphere in the cities (city of Kiev), settlements, villages, territorial communities".

7. Expenses on ensuring activities of district and regional military authorities are performed according to the budget programs provided for content of the relevant district and regional state administrations.

8. Treasurer servicing of military authorities is performed according to the Procedure for execution of powers by the Public treasurer service in particular treatment in the conditions of warlike situation approved by the resolution of the Cabinet of Ministers of Ukraine of June 9, 2021 No. 590 (The Official Bulletin of Ukraine, 2021, No. 48, the Art. 29).

9. Opening of accounts, registration, accounting of obligations in bodies of Treasury, the transactions connected with use of the budgetary funds provided for financing of military authorities, creation and submission of the budget and financial reporting about use of such means and also control of their target and effective expenditure are performed in the procedure established by the legislation.

10. In case of the termination of activities of military authorities the expenses connected with the termination of such activities are performed at the expense of means:

the corresponding local budget (in case of the termination of activities of military authorities of settlements);

the government budget (in case of the termination of activities of district and/or regional military authorities).
