1. General provisions

1.1. These Health regulations are obligatory during the designing, construction, reconstruction and operation of the companies for production of the powdery synthetic detergents (SD).

1.2. Health regulations are intended for the ministries, departments, the companies, the projecting organizations and organizations, and also bodies and organizations of sanepidsluzhba.

1.3. Health regulations are developed in development of "Sanitary standards of designing of production facilities".

1.4. Requirements of these rules shall be considered in case of development of the industry normative and technical documents (state standard specifications, OST, TU, instructions) regulating constructive, production and operational requirements to the companies and the equipment for production of SMS.

1.5. It is forbidden to use chemicals including received on import as raw materials and additives, not having primary toxicological passports, the approximate and safe levels of impact (ASLI) or the threshold limit values (TLV).

2. Requirements to placement of industrial enterprises, buildings, constructions and content of the territory

2.1. The choice of the industrial site for construction of the companies shall be made according to "Sanitary standards of designing of production facilities", correspond Construction Norms and Regulations "Master plans of industrial enterprises", and also to requirements of these rules.

2.2. In case of joint placement of workshops on production of SMS with other workshops on release of goods of household chemicals the last shall be located from the windward side.

2.3. Placement of the companies for production of SMS in the developed territorial and industrial complexes shall be approved with bodies of the state sanitary inspection.

2.4. The size of the sanitary protection zone is determined in the settlement way, (enc. 4).

2.5. It is forbidden to use the sanitary protection zone of the companies for production of SMS as the reserve territory for expansion of this production and other companies.

2.6. The territory which is taken away for the sanitary protection zone shall be used for the organization of the phytofilter due to purposeful reconstruction of the existing vegetable cover and creation of the artificial plantings combining the shielding function with biological filtering and decorative effect (enc. 5).

2.7. The design of the phytofilter shall be chosen taking into account topography of landscape and nature of building of industrial site.

2.8. The industrial site around workshops on production of SMS and warehouses for storage of raw materials and finished goods shall have hard surface on all perimeter, plain surface with the bias providing collection and removal of thawed, storm and watering snow on local treatment facilities.

2.9. Storage of loose raw materials, the used packaging from it and production wastes on the open areas is forbidden.

2.10. Pro-rash and spill of raw materials, and also ready washing powder in the territory of industrial site is forbidden.
