Approved as the Chief state health officer of the Republic of Kazakhstan E.E.Durumbetov of July 01, 1997
Methodical instructions for implementation of the state sanitary and epidemiological surveillance behind observance of "Maximum-permissible levels of vibration in premises" (the SanPiN of RK 3.01.032-97) No. 3.05.038-97 *
of July 1, 1997
1.1. These Methodical instructions are management for bodies and organizations of the public sanitary and epidemiologic service of the Republic of Kazakhstan when implementing precautionary and current sanitary inspection behind compliance of levels of vibration in premises to the approved health regulations and regulations and, in case of exceeding of PDU, for development by the interested organizations of necessary measures for decrease or elimination of adverse effect of vibration on human health.
1.2. Instructions contain the main data on methods of measurement and assessment of vibration, normative requirements to vibration levels, procedure of control of respect for sanitary standards of admissible vibration and conditions of their accomplishment.
2.1. Understand mechanical oscillations of the solid bodies which are transferred to body of the person as vibration. In case of exceeding of admissible levels such fluctuations in premises can make adverse effect on health of the person, lead to development of neurotic and nevrozopodobny reactions.
2.1.1. Can be sources of general vibration in premises:
a) external:
- urban rail transportation of the route of small laying and open lines of the subway, tram, railway transport) and motor transport;
- industrial enterprises and portable industrial plants (hydraulic and mechanical press, piston compressors, construction machines, etc.);
b) intra brownies:
- technical equipment of buildings (elevators, ventilating systems, pumping), and also equipment of the built-in companies (trading refrigeration equipment of the companies of household servicing, boiler, small private enterprises, etc.).
__________
Methodical instructions are prepared by the chief physician of Republican SES of PhDs in Medicine. Spatayevy M. B., department chair of utility hygiene of AGMI. MD, prof. Nemenko B. A., deputy chief physician of RSES Krasnikovy V. N., health officer of department of the analysis and information of RSES Pozhelayevy V. I., manager. EMP operational laboratory and other physical. RSES factors Semenyuk A. N "health officer of the EMP operational laboratory Bulygin E. V.
The "Methodical recommendations about measurement and hygienic assessment of vibration in premises" No. 2957-84, finished according to the latest scientific and practical data of bodies of State sanitary inspection of the Republic of Kazakhstan and the CIS countries are the basis for Methodical instructions.
2.2. On transfer method per capita vibration is subdivided on:
- general, transmitted through bearing areas on body of the standing, sitting or lying person;
- local, transmitted through hands, and also legs of the sitting person.
2.3. The key normalized parameters of vibration are average quadratic values of acceleration "and" or vibrospeeds "V", and also their logarithmic levels in decibels (dB) in octava strips with compound values of frequencies 2, of 4, of 8, of 16, of 31.5 and 63 Hz.
Approximate assessment, integral on frequency of the normalized parameter, on the adjusted level is allowed.
Logarithmic levels of vibration acceleration (La "), dB, are determined by formula:
where and - the average quadratic measured value of vibration acceleration, m/s 2.
Logarithmic levels of vibrospeed (L V), dB, are determined by formula:
where V - the average quadratic measured value of vibrospeed, m/s.
As the normalized vibration parameter in apartment houses it is allowed to use value of vibromovement "5" or its logarithmic level in the specified range of octava strips of frequencies.
Logarithmic level of vibromovement (L S), dB, is determined by formula:
where s - the average quadratic measured value of vibromovement, m.
In case of integral assessment on frequency the normalized parameter is the adjusted value of vibrospeed and vibration acceleration of U (or their logarithmic levels L U), measured by means of the adjusting filters or calculated on formula:
where U i, L i - average quadratic value of vibrospeed or vibration acceleration (or their logarithmic levels) in the 1st frequency strip;
n - number of frequency strips in the normalized frequency range.
Ratios between levels of vibration acceleration, vibrospeed and vibromovement and their absolute values are given in appendices 1-3.
2.4. Hygienic regulation of vibration is carried out in the range of octava strips of frequencies: 2, 4, 8, 16, 31.5 and 63 Hz.
2.5. On nature of range vibration is subdivided on:
- broadband, with continuous range more than one wide octave (for example, from motor transport);
- sinusoidal in which range one or several frequencies are allocated (for example, from compressor installation).
2.6. According to temporary characteristics vibration should be subdivided on:
- constant, which level of vibration acceleration (vibrospeed) in case of measurement by the device with the temporary characteristic "slowly" ("S") in the provision "lean". (Lin) for the 10-minute period of observation changes no more than on 6 dB.
- non-constant, which level of vibration acceleration (vibrospeed) in case of measurement by the device with the temporary characteristic "slowly" ("S") in the provision "lean". (Lin) for the 10-minute period of observation changes no more than on 6 dB.
3.1. Measurement of vibration is performed with use of vibration pens in accordance with GOST of 12.4.012-83 and strip filters in accordance with GOST of 17168-81, and also auxiliary devices (recorders of level, tape recorders, etc.).
The main error for measuring instruments with the otschetny devices graduated in absolute units (or in dB), shall satisfy to accuracy class not lower than 20 (or 2 dB) respectively.
3.2. Before carrying out measurements the equipment shall be calibrated according to requirements of technical data sheet.
For calibration of all measuring path are used or the calibrating devices, or external calibrators which are built in the device, like calibrators of 4291 firms "Bryul and Kjer (Denmark) and 11032 RFT (Germany).
3.3. Vibration-measuring paths shall undergo annual state testing or the state metrological certification.
3.4. Operation and storage of devices are performed according to the factory instruction.
3.5. The list of the recommended vibration-measuring equipment is provided in table 1.
