About some questions of Archive of the President of the Republic of Kazakhstan

1. Reorganize public institution "Archive of the President of the Republic of Kazakhstan" by transformation to republican public institution "Archive of the President of the Republic of Kazakhstan" (further – Archive).

2. Approve the enclosed Provision of republican public institution "Archive of the President of the Republic of Kazakhstan".

3. Establish the number of staff of Archive in number of 108 units.

4. Determine authorized body concerning Archive Administration of the President of the Republic of Kazakhstan.

5. To the government of the Republic of Kazakhstan to take the necessary measures following from this Decree.

6. Bring in the Presidential decree of the Republic of Kazakhstan of December 29, 2015 No. 150 "About approval of the Register of positions of political and administrative government employees" (SAPP of the Republic of Kazakhstan, 2015, Art. No. 70-71, 520) the following change:

in the Register of positions of political and administrative government employees approved by the above-named Decree:

in Chapter "2. Managerial state positions":

in group of categories C to exclude the words "Archive of the President of the Republic of Kazakhstan".

7. Recognize invalid some acts of the President of the Republic of Kazakhstan according to appendix to this Decree.

8. This Decree becomes effective from the date of its signing.

Provision of republican public institution "Archive of the President of the Republic of Kazakhstan"

1. General provisions

1. Republican public institution "Archive of the President of the Republic of Kazakhstan" (further – organization) is the non-profit organization having the status of the legal entity, created in form of business of public institution.

2. Type of public institution: republican.

3. The public institution is created by the Presidential decree of the Republic of Kazakhstan of January 14, 1994 No. 1502 "About creation of Archive of the President of the Republic of Kazakhstan".

4. Authorized body concerning organization is the Administration of the President of the Republic of Kazakhstan (further – authorized body).

5. The rights of the subject of republican property concerning property of organization are performed by authorized body on state-owned property of the Republic of Kazakhstan (further – authorized body on state-owned property).

6. Name of organization:

1) in state language: "Kazakstan of Respublikasa Prezident_n_n Archive і" respublikalyk memlekett_k mekemes і;

2) in Russian: republican public institution "Archive of the President of the Republic of Kazakhstan".

13. In the activities the organization is guided by the Constitution of the Republic of Kazakhstan, the Civil code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

3. Subject, purpose and types of activity of organization

14. Object of activity of organization are:

1) completing and document storage of National Archive Fund on various data carriers formed in the course of activities of the President of the Republic of Kazakhstan and its Administration, state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, and the organizations subordinated to them, Office of the First President of the Republic of Kazakhstan – Elbasa, Library of the First President of the Republic of Kazakhstan – Elbasa, public associations, physical persons;

2) ensuring functioning of personal archive of the President of the Republic of Kazakhstan;

3) provision of retrospective document information, information servicing of Administration of the President of the Republic of Kazakhstan, state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, physical persons and legal entities;

4) creation, accounting and storage of the State insurance fund of copies of the documents of National Archive Fund formed in the course of activities of the President of the Republic of Kazakhstan and its Administration, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, and the organizations subordinated to them, Office of the First President of the Republic of Kazakhstan – Elbasa, Library of the First President of the Republic of Kazakhstan – Elbasa, public associations, physical persons.

The purpose of activities of organization is scientific and methodical maintenance and the practical organization of archival ensuring activities of the President of the Republic of Kazakhstan, its Administration, the state bodies created in case of the President of the Republic of Kazakhstan, and other organizations – sources of completing of organization, the organization of the state storage and use for the benefit of the state and society of the documents of National Archive Fund which are formed in their activities.

16. According to the designated subject and for achievement of the specified purpose the organization performs the following types of activity:
