About calculations for natural gas, electrical and heat energy

For the purpose of enhancement of procedure of payments for natural gas, electrical and heat energy, decrease in financial load of consumers of energy resources, and also minimization of influence of the world crisis phenomena on economy of the Republic of Belarus I decide:

1. Determine that the debt for energy resources * is subject to repayment with its recalculation taking into account the official rate of Belarusian ruble established by National Bank for December 31, 2021 to the foreign currency used for calculations for energy resources.

Action of part one of this Item does not extend to the debt for energy resources fixed in Belarusian rubles by decisions of the President of the Republic of Belarus on the official rate of Belarusian ruble established by National Bank till December 31, 2021 to the foreign currency used for calculations for energy resources, and due for settlement without its recalculation in connection with change of the official rate of Belarusian ruble established by National Bank to foreign currency.

* Debt for natural gas, the electrical and heat energy released gazo-and the power supplying organizations being part of GPO "Beltopgaz", GPO "Belenergo" which is not extinguished for December 31, 2021 on which on the date of entry into force of this Decree decisions of the President of the Republic of Belarus on provision of delay and (or) payment by installments of its repayment are made.

2. Gazo-and the power supplying organizations being part of GPO "Beltopgaz", GPO "Belenergo", consumers:

make recalculation of debt which repayment is performed according to part one of Item 1 of this Decree and part thirteen of subitem 1.2.2 of Item 1 of the Presidential decree of the Republic of Belarus of December 22, 2010 No. 670 "About some questions of payment of natural gas, electrical and heat energy";

till July 1, 2022 adjust data of business and tax accounting with payment in need of taxes, charges and other payments.

3. Grant the right to the republican commission on control of implementation of calculations for natural gas, electrical and heat energy created by Council of Ministers of the Republic of Belarus, make decisions on provision to the consumers specified in part two of this Item, delay and (or) payment by installments of debt repayment for the consumed natural gas, electrical and heat energy released gazo-and the power supplying organizations being part of GPO "Beltopgaz", GPO "Belenergo" for term within financial year.

Specified in part one of this decision item can be accepted in the relation grado-and the systemically important organizations (their branches), and also the organizations included in the list of consumers which makes restriction or interruption in supply of energy resources determined by Council of Ministers of the Republic of Belarus.

4. Add subitem 1.2.2 of Item 1 of the Presidential decree of the Republic of Belarus of December 22, 2010 with No. 670 part of the following content:

"The debt of consumers for the energy resources released gazo-and the power supplying organizations, formed from January 1, 2020 to December 31, 2021 and not extinguished for January 1, 2022 is fixed in Belarusian rubles taking into account the official rate of Belarusian ruble established by National Bank for December 31, 2021 to the foreign currency used for calculations for energy resources and is subject to repayment since January 1, 2022 without its recalculation in connection with change of the official rate of Belarusian ruble established by National Bank to foreign currency on repayment date of debt;".

5. To Council of Ministers of the Republic of Belarus in three-months time to take measures for implementation of this Decree.

6. This Decree becomes effective after its official publication.

Items 1 and 4 of this Decree extend the action to the relations which arose since January 1, 2022.
