About price regulation

Based on the paragraph of third No. 143 "About support of economy" the Council of Ministers of the Republic of Belarus DECIDES: parts one of Item 21 of the Presidential decree of the Republic of Belarus of April 24, 2020

1. To the legal entities of all patterns of ownership and individual entrepreneurs performing production (import) and (or) realization on the domestic market of goods and medicines (further in this Item – goods) according to lists according to appendices 1 and 2, not to allow monthly price increase in April – December, 2022 more than on percent 1,2 to the price of these goods which developed the last day of the last month, and in case of lack of goods for this date – for the previous date their realization *, or to the price of goods of the same version and packings.

* For the purposes of this resolution date of the previous realization is understood as date of the last sales of goods for prior 12 months.

Requirements of this Item do not extend to the relations connected with sales of goods, specified in appendices 1 and 2, at the exchange biddings and within public procurements.

Each subsequent change of the price can be performed taking into account its admissible increase for previous period.

Price increase is higher than the limits set in part one of this Item, it is allowed only in coordination with the Commission on questions of state regulation of pricing under Council of Ministers of the Republic of Belarus (further – the Commission). Approval of increase and price fixation is performed based on appeals of the republican state bodies or other state organizations subordinated to the Government of the Republic of Belarus, performing regulation, the common directorship in the respective area (field of activity) and also regional executive committees and the Minsk Gorispolkom.

The goods prices specified in appendices 1 and 2, which till April 1, 2022 are not made (were not imported) in the Republic of Belarus, established by the legal entities and individual entrepreneurs performing their production (import) and (or) realization on the domestic market in coordination with the Commission.

2. Establish:

2.1. for producers:

the limiting maximum standard rate of profitability used for determination of the amount of the profit which is subject to inclusion in selling prices on goods according to appendix 3, in the amount of:

the actual level of profitability of goods sold which developed for 2021 on the corresponding goods item, except for case, provided by the paragraph the fourth this subitem;

10 percent if the actual level of profitability of goods sold for 2021 on the corresponding goods item constituted less than 10 percent.

The producers establishing the prices according to the paragraph the fourth this subitem can provide discounts, volume rebates with restriction of their size to 10 percent;

2.2. for importers:

limiting maximum allowances on food products according to appendix 4;
