About the National program of prevention and control HIV/AIDS and infections, sexually transmitted, for 2022-2025

Based on articles 7 and 9 of the Law No. 10/2009 on the state supervision of public health (The official monitor of the Republic of Moldova, 2009, No. 67, the Art. 183), with subsequent changes, and the Law No. 23/2007 on prevention of HIV / СПИД-инфекции (The official monitor of the Republic of Moldova, 2007, Art. No. 54-56, 250), with subsequent changes, DECIDES: the Government

1. Approve:

1) the National program of prevention and control HIV/AIDS and infections, sexually transmitted, for 2022-2025, according to appendix 1;

2) the Action plan on implementation of the National program of prevention and control HIV/AIDS and infections, sexually transmitted, for 2022-2025, according to appendix 2;

3) Indicators of monitoring of the National program of prevention and control HIV/AIDS and infections, sexually transmitted, for 2022-2025, according to appendix 3.

2. To national coordination council of national programs for prevention and control HIV / СПИД-инфекции, infections, sexually transmitted, and to control of tuberculosis to monitorizirovat process of accomplishment of the mentioned Program.

3. Recommend to local government boards of Chisinau and Belts, administration of the autonomous territorial entity Gagauzia and regional councils to develop, approve and provide implementation of territorial programs of prevention and control HIV/AIDS and infections, sexually transmitted, for 2022-2025.

4. Financing of the Program stated above to perform for the account and within means of the national public budget, and also from other sources according to the legislation.

5. Permit public medical and sanitary organization "Hospital of Dermatology and Sociable Diseases" to provide with anti-retrovirus drugs and diagnostic units for screening and diagnosis of HIV/AIDS, opportunistic diseases, infections, sexually transmitted, and for monitoring of efficiency of anti-retrovirus treatment public institution "Center for prevention and fight against AIDS and infectious diseases" in Tiraspol for complete payment of cost of the purchased goods, and also payment of management expenses in the amount of 5% of the cost of goods, irrespective of their origin. The received means will accumulate on the account of public medical and sanitary organization "Hospital of Dermatology and Sociable Diseases". Funds from complete payment of cost of the purchased goods will be transferred by public medical and sanitary organization "Hospital of Dermatology and Sociable Diseases" to the account of the Ministry of Health and to be used only for purchase of drugs and laboratory tests. Management expenses of 5% of the cost of goods will be used by public medical and sanitary organization "Hospital of Dermatology and Sociable Diseases" for the purpose of providing proper storage conditions of drugs and diagnostic devices.

6. To responsible bodies annually till March 1 to submit to the Ministry of Health reports on implementation of the National program of prevention and control HIV/AIDS and infections, sexually transmitted, for 2022-2025.

7. To the Ministry of Health to generalize information and annually till March 31 to submit to the Government the report on implementation of the National program of prevention and control of infection of HIV/AIDS and infections, sexually transmitted, for 2022-2025.

8. To impose control of accomplishment of this resolution on the Ministry of Health.

9. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.
