About approval of the Regulations on financing from the republican expenditure budget for the consumed electric power of the organizations consisting on financing in local budgets

1. Approve Regulations on financing from the republican expenditure budget for the consumed electric power of the organizations consisting on financing in local budgets according to appendix.

To the Ministry of Finance of the Kyrgyz Republic annually since 2022 according to the Provision specified in Item 1 of this resolution to provide in the republican budget financial resources to local public administrations, necessary for covering of expenses for the consumed electric power of the organizations consisting on financing in local budgets.

3. To local public administrations from means of the republican budget to perform covering of expenses of local budgets for the consumed electric power of the organizations consisting on financing in local budgets according to the Provision.

4. Responsibility for timely money transfer to the relevant distribution electric companies of the Kyrgyz Republic and observance by local government bodies of the limits of electric power consumption approved by authorized state body in the sphere of power during energy inspection is assigned to heads of local public administrations, executive bodies of local self-government of ayylny aimags and cities of district value.

5. This resolution becomes effective from the date of official publication.

Regulations on financing from the republican expenditure budget for the consumed electric power of the organizations consisting on financing in local budgets

1. General provisions

1. This Provision is developed according to the Budget code of the Kyrgyz Republic.

2. This Provision establishes procedure for financing from means of the republican expenditure budget for the consumed electric power of the organizations financed from local budgets.

3. Action of this provision extends to the cities of district value and ayylny aimags.

4. Local government bodies provide in local public administrations information on annual calculations of electric power consumption by budgetary institutions with the limits set for them approved by authorized state body in the sphere of power during energy inspection of organizations.

5. Local public administrations check settlement requirements of local government bodies on expenses on the electric power according to their limits approved by authorized state body in the sphere of power during energy inspection of organizations and provide summary information by the cities of district value and ayylny aimags to authorized state body on forecasting and budget implementation according to appendix 1 to this Provision.

6. The authorized state body determines the total amount of the money necessary for financing from the republican budget by forecasting and budget implementation, agrees information on annual requirements of local government bodies for the electric power provided by local public administrations.

Local government bodies according to the decision of local keneshes can allocate funds from the local budget for debt repayment for the consumed electric power of the budgetary institutions consisting on the local budget.

7. The personal responsibility for registration of calculations and reliability of the submitted documents to authorized state body on forecasting and budget implementation is assigned to heads of local public administrations, executive bodies of local self-government of ayylny aimags and cities of district value.

3. Procedure for financing

Local government bodies monthly together with the distribution electric companies of the Kyrgyz Republic draw up statements of reconciliations of settlement for the consumed electric power and by their results represent the official letter to local public administrations of the copy of acts of reconciliations and invoices on payment of the electric power.

9. Local public administrations according to the provided invoices for payment and copies of acts of reconciliations of settlement for the consumed electric power draw up the summary request for financing according to appendix 2 to this Provision and represent to authorized state body on forecasting and budget implementation.

10. The authorized state body on forecasting and budget implementation according to the submitted summary requests for financing monthly allocates money to local public administrations.

11. Local public administrations distribute the allocated financial resources on the distribution energy companies of the Kyrgyz Republic according to the received invoices for payment provided by local government bodies for covering of current debts.

12. Distribution electric companies of the Kyrgyz Republic:

1) according to the provided calculations of local public administrations repay the debts of local government bodies for the consumed electric power strictly according to the bills which are earlier made out them;

2) monthly provide in local public administrations the information on debt repayment for the consumed electric power by the cities of district value and ayylny aimags on each budgetary institution.

13. Local public administrations monthly exercise control of observance by local government bodies of the approved limits of electric power consumption approved by authorized state body in the sphere of power during energy inspection and in case of establishment of their excess the difference of sum of money of superlimit is paid from means of the corresponding local budget.

14. Heads of local public administrations bear the personal responsibility for timely money transfer, allocated from the republican budget for financing of the consumed electric power by local government bodies.
