RESOLUTION OF THE CABINET OF MINISTERS OF THE KYRGYZ REPUBLIC

About the automated management information system human resources in state bodies and local government bodies of the Kyrgyz Republic

For the purpose of implementation and functioning in state bodies and local government bodies of the Kyrgyz Republic of the automated management information system human resources in the public and municipal service, according to article 6 of the Law of the Kyrgyz Republic "About electronic control", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Regulations on the automated management information system by human resources in state bodies and local government bodies of the Kyrgyz Republic according to appendix.

2. This resolution becomes effective after seven days from the date of official publication.

Regulations on the automated management information system human resources in state bodies and local government bodies of the Kyrgyz Republic

1. General provisions

1. This Provision determines the purposes, tasks, procedure for maintaining, and also the right and obligation of users, operator and owner of the automated management information system human resources in state bodies and local government bodies of the Kyrgyz Republic.

2. The automated management information system human resources in state bodies and local government bodies of the Kyrgyz Republic (further - AIS "e-Kyzmat") represents information system of collection, storage, updating and data analysis about persons holding the state and municipal positions, the workers occupied with servicing of state bodies and local government bodies, the workers replacing temporarily absent specified persons, the workers who are not belonging to the category of government employees and occupied in public institutions, including the organizations subordinated to state bodies of the executive authority (further - employees), and also provisions of information on regular structure of specific body, intended for ensuring effective management of human resources at all stages of passing of the public and municipal service.

3. Coordination of activities of state bodies and local government bodies concerning implementation and operation of AIS "e-Kyzmat", and also maintaining policy, development and upgrade of AIS "e-Kyzmat", is performed by the state body having property rights on AIS "e-Kyzmat" (further - the owner of AIS "e-Kyzmat").

The owner of AIS "e-Kyzmat" has no access to personal data of the serving other state bodies, local government bodies.

4. The operator of AIS "e-Kyzmat" is the organization performing administration and maintenance of servers of AIS "e-Kyzmat", and also other functions provided by Regulations of interaction of participants of the automated management information system human resources in state bodies and local government bodies of the Kyrgyz Republic according to appendix to this Provision.

5. Holders of massifs of personal data of employees of certain state body or local government body is the relevant state body or local government body. Maintenance of relevance, reliability and completeness of information in massifs of personal data, and also receipt of consent of employees to processing of their personal data is assigned to the relevant state bodies and local government bodies.

6. AIS "e-Kyzmat" is one of sources of information on employees.

7. Completion/modification of AIS "e-Kyzmat" is financed from the means of the republican budget and other sources which are not forbidden by the legislation of the Kyrgyz Republic.

Technical support of AIS "e-Kyzmat" is financed regarding separate state body or local government body - from budget funds of the relevant state body or local government body of the Kyrgyz Republic.

2. Purpose and tasks of AIS "e-Kyzmat"

8. The purpose of functioning of AIS "e-Kyzmat" is automation of processes on human resources management.

9. Tasks of functioning of AIS "e-Kyzmat" are:

- creation of the single database about employees;

- creation and automation of the single mechanism on management of personnel personnel at all stages of service in state bodies and local government bodies;

- realization of interdepartmental data exchange about employees;

- automation of forms of account on personnel structure of state bodies and local government bodies;

- automation of submission of the electronic request for participation in tender (selection) for revenues to the public and municipal service;

- automation of processes of passing of the public and municipal service;

- integration of AIS "e-Kyzmat" with local information systems about personnel structure of other state bodies and local government bodies.

3. The personal data processed in AIS "e-Kyzmat"

10. AIS "e-Kyzmat" includes personal data of employees which have the following structure:

1) personal data:

- personal identification number (PIN);

- surname/name/middle name;

- floor;

- birth date;

- birthplace;

- digital photo;

- nationality;

- nationality;

- marital status;

- residence and/or stay;

2) passport data:

- passport series;

- passport number;

- date of issue of the passport;

- the body which issued the passport;

3) data of the service record:

- number of the service record;

- data on length of service, including in the public and municipal service according to the legislation;

- last place of employment;

4) data of the military ID (certificate, in the presence):

- number of the military ID;

- military specialty (MS);

- structure;

- military rank;

- whether stays on the registry;

- date of issue of the military ID;

5) data on work:

- date of appointment;

- date of release;

- name of the organization;

- division (structural, subordinated, territorial);

- position;

- type of service;

- group/category of position;

6) education:

- education level, name of educational institution, specialty, qualification, start and end date of training;

- advanced training: number of the certifying document, training period, venue of study;

- scientific works: subject, degree, rank and date of assignment of rank;

- language skills: language, knowledge level;

7) additional data:

- awards;

- class ranks (special, military ranks, diplomatic rank);
