By the invitation of the President of the Republic of Kazakhstan N. A. Nazarbayev the President of the Kyrgyz Republic K. S. Bakiyev paid on July 4, 2006 to the Republic of Kazakhstan official visit.
During negotiations of the Head of states (further - the Parties) confirmed mutual aspiration to strengthening of bilateral cooperation on the basis of mutual respect, trust, equality and fair accomplishment of undertaken obligations.
The parties stated that development of closer relations will allow to combine efforts for the benefit of social and economic progress of both states and is equitable to radical interests of the people of Kyrgyzstan and Kazakhstan.
Confirming mutual commitment to provisions of the Contract on eternal friendship between the Kyrgyz Republic and the Republic of Kazakhstan of April 8, 1997, expressing intention to lift the interstate relations to higher, qualitatively new level and proceeding from historical and cultural community of the people of two countries,
The parties declare the following:
1. The Kyrgyz Republic and the Republic of Kazakhstan intend to continue top-level constructive political dialogue on regular basis, to encourage direct contacts between state bodies, legal entities and physical persons of two countries for the purpose of activation of multidimensional and raznouravnevy cooperation.
2. The parties with satisfaction note positive dynamics of development of mutually advantageous trade and economic relations. The Kyrgyz side, attaching importance to further attraction of the Kazakhstan investments, invites business community of the Republic of Kazakhstan to even more active economic dialogue and it is ready to provide to the Kazakhstan business and the Kazakhstan investors complex of the state guarantees provided by the current legislation of the Kyrgyz Republic and international treaties.
The Kazakhstan side supports vigorous activity of domestic entrepreneurs in the Kyrgyz market and intends to create favorable conditions for stimulation of different forms of economic interaction.
The parties pay special attention to question of development of border trade, in particular, to creation of the International centers of frontier cooperation.
3. The parties note importance of the coordinating role of the Joint Intergovernmental commission on bilateral cooperation for implementation of the reached agreements, search of optimum solutions of different questions of bilateral cooperation.
4. The parties note that completion of process of demarcation of the Kyrgyz-Kazakhstan frontier and establishment of the boundary regime corresponding to the international practice will promote development of frontier cooperation and safety around border.
5. The parties, aiming to arrange processes of labor migration and to create favorable conditions for providing social and legal protection of migrant workers, expressed the aspiration to develop effective forms of bilateral cooperation on creation of mechanisms of regulated migration, proceeding from the needs for specific types of manpower.
6. Being guided by the aspiration to create favorable conditions to citizens of both states for implementation of mutual trips on the territory of the Kyrgyz Republic and the Republic of Kazakhstan, the Parties declared need of the fastest signing of the Protocol between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on simplification of mutual trips of citizens.
7. Noting importance of preserving the existing ecological system, non-admission of pollution and infection of its components, the Kyrgyz Republic and the Republic of Kazakhstan intend to continue cooperation in such areas as environmental protection, sustainable development of mountainous areas, rational environmental management, especially in the border territories.
The Kyrgyz Republic and the Republic of Kazakhstan intend to cooperate in area of ensuring industrial safety on hazardous production facilities, to carry out the coordinated works on rehabilitation of the areas of tailings dams and dumps of rocks.
8. The parties, proceeding from interests of homeland security, attaching importance to questions of ensuring stability in the region, confirm readiness for strengthening of cooperation in fight against the international terrorism, political, religious and other extremism, drug traffic, transnational organized crime, illegal arms trade and illegal migration both on bilateral basis, and in multilateral format within the relevant international and regional organizations.
9. The parties are sharing the view that one of key tasks for the countries of the region is development of the mutually acceptable mechanism of rational use of water resources. In this context creation of the international hydro-electric consortium with participation of concerned parties remains urgent task.
10. The parties agreed to provide carrying out agreed measures in line with Chu (Shue's) river and express firm intention to ensure effective functioning of the relevant joint Commission in order to avoid further washout of coastlines and losses of fertile lands of the Kyrgyz Republic and the Republic of Kazakhstan.
11. The parties, for the purpose of observance of earlier reached agreements on water distribution during the vegetative period, emphasize need of the fastest signing of the quadrilateral Protocol between the Governments of the Republic of Kazakhstan, Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan on use of hydro-electric resources of the Naryn-Syr Darya cascade of water storage basins for 2006 and the first quarter 2007.
12. Recognizing relevance of question of settlement of the property rights of the Republic of Kazakhstan to the resort recreational facilities located in the territory of the Issyk kul region of the Kyrgyz Republic, the Parties express readiness for close interaction for the purpose of its solution and development of tourist infrastructure on the coast of the Lake Issyk Kul.
13. Being guided by need of further development of cultural and humanitarian bonds between two fraternal peoples, the Parties emphasize priority nature of traditional cooperation in the field of culture, education, science, youth policy, media.
The parties are sure that the intensification of bonds by the organization of concerts, exhibitions, conferences, expansion of broadcasting of TV channels, distribution of printed media of two countries in their territories, exchange of students, implementation of joint scientific projects will promote preserving general cultural, educational and information space for the benefit of the people of both countries.
14. The parties, noting coincidence or proximity of line items on number of topical international issues, emphasize importance of deepening of interaction of two countries on the international scene, including within the United Nations, Organization for Security and Cooperation in Europe, the Meeting on interaction and measures of trust in Asia.
15. The parties, being guided by common interests, confirm the commitment to development of regional integration processes and declare intention to continue active interaction within EurAsEC, SCO, the CSTO, the CIS and other regional organizations and forums.
