About creation of the Navoiy state mining technological university

For the purpose of implementation in the Navoiy region of system of preparation of the highly qualified professional engineering personnel having profound theoretical knowledge and practical skills capable to make worthy contribution to stable development of industries of economy and to find the place in the labor market, and also consecutive ensuring realization of the tasks determined in the Concept of development of system of the higher education of the Republic of Uzbekistan till 2030 approved by the Presidential decree of the Republic of Uzbekistan of October 8, 2019 No. UP-5847:

1. Reorganize the Navoiy state mining institute into the Navoiy state mining technological university (further - University).

2. Determine the main activities of University:

preparation and retraining of specialists with the higher education and research and educational personnel for such spheres as the industry, technical and technological and engineering, and also increase in their qualification;

implementation of joint educational programs and scientific projects with the lead foreign highest educational institutions, and also implementation of the advanced pedagogical and remote educational technologies, the latest developments of science and technology in educational process;

forming of base of modern educational and scientific laboratories, creation of new developments for development of industries of economy, and also conditions for occupation of students by scientific activities in educational process;

development of the scientific, applied and innovative research directed to the problem resolution of industrial enterprises, development of offers on implementation in practice of results of researches and advanced technologies;

involvement of qualified specialists to process of education and scientific researches, development of partner bonds with the lead highest educational institutions, scientific centers and production enterprises of the republic and foreign states;

implementation of the international educational standards in educational process, ensuring continuous communication of theoretical knowledge of students and work practice, the organization of target cooperation for employment of graduates;

development in students of high spiritual and moral qualities, strengthening of feeling of love for the country in them, participation with its destiny, commitments of profession, and also increase in efficiency of process of education and education and spiritual and educational work;

orientation of educational process to forming at students of skills of self-education, systems analysis, creative thinking and practical, including entrepreneurial, skills;

building-up of scientific and pedagogical potential, including the organization of passing of training and advanced training of professors-teachers in prestigious highest educational institutions and research centers of the republic and the foreign states.

3. Form under University:

a) The Nukus mining institute - based on the Nukus branch of the Navoiy state mining institute;

b) Scientific and technological industrial Navoy park;

c) in 2022/2023 academic year:

Karmaninsky polytechnical technical school - based on Karmaninsky technical school of services and service under the Navoiy state teacher training college;

Gazgansky polytechnical technical school - based on Nuratinsky industrial and mountain college in system of Uzsanoatkurilishmateriallari Association.

Transfer to the jurisdiction of University Uchkuduksky industrial technical school and Zarafshansky industrial technical school under the Navoiy state mining institute.

4. Create Management board on coordination of activities of University (further - Management board) and to approve its structure according to appendix No. 1.

On Management board (K. S. Sanakulov):

a) assign the following tasks:

approval of development programs for the near-term, medium and long-term outlook, the business plan for financial year, parameters of the income and expenses of University, and also control of their execution;

providing close connection of educational process and practice at University, in particular continuous communication of the theoretical knowledge gained by students in educational process with work practice;

development of schools of sciences in cooperation with scientific institutions of Academy of Sciences and industry research institutions;

involvement of qualified foreign specialists to processes of education and researches of University, and also establishment of effective bonds with leaders foreign the highest educational and research establishments;

development of processes of transfer of research and development of University, and also establishment of mutually beneficial cooperation with customers on scientific research and innovative developments;

investment attraction in educational and research processes, commercialization of scientific products, the organization of activities of startups and accelerators;

b) confer the following powers:

determination of the amount of compensation of the foreign specialists involved to processes of education and scientific research proceeding from market situation;

increase in the amount of practical training provided in curricula due to reducing share of theoretical education, and also implementation of experience of one day of practice in week, taking into account requirements of employers;

introduction of ideas of position assignment and dismissal of the rector and vice rectors of University;

approval of structures of University and the educational organizations which are under its authority;

introduction in organizational structure of University of new positions and structural divisions, and also the additional established posts financed by extrabudgetary funds.

5. Determine that:

The university is the public highest educational institution and performs activities in system of the Ministry of the higher and secondary vocational education;

parameters of enrollment of students and the Nukus mining institute under University are determined within annually approved state order of acceptance for study in the highest educational institutions of the republic;

training of students of the Navoiy state mining institute and its Nukus branch continues respectively at University and the Nukus mining institute under University;

in technical schools under University training in such directions as "industry", "mining", "metallurgy", "mechanical engineering", "construction", "power", "electrical equipment" and "rendering services" will be organized;

training of pupils of Karmaninsky technical school of services and service, and also Nuratinsky industrial and mountain college continues in these educational institutions before the termination of term of training in the existing educational programs;

The university, the Nukus mining institute under University, Karmaninsky polytechnical technical school, Gazgansky polytechnical technical school are legal successors by the rights, obligations and agreements, including international, according to the Navoiy state mining institute, its Nukus branch, Karmaninsky technical school of services and service, and also Nuratinsky industrial and mountain college.

6. Approve:

The program for the organization of activities and complex development of the Navoiy state mining technological university till 2026 according to appendix No. 2;

Target indicators of development of the Navoiy state mining technological university till 2026 according to appendix No. 3;

The list of the directions of formation of bachelor degree and the specialties of magistracy organized at the Navoiy state mining technological university according to appendix No. 4;

The schedule of attachment of the directions of formation of bachelor degree and specialties of magistracy of the Navoiy state mining technological university to subjects to practical training - to research establishments, the industry companies and the organizations according to appendix No. 5.

7. Grant to University the following rights:

forming of the educational programs on the basis of programs of the foreign highest educational institutions which entered in top-1000 the list of the highest educational institutions in the operating rating of internationally acknowledged organizations;
