About approval of the Instruction for accounting and investigation of technological violations in work of energy economy of consumers

According to requirements of the Laws of Ukraine "About power industry", "About heat supply", Regulations on the state energy supervision of the modes of the consumption of electrical and heat energy approved by the resolution of the Cabinet of Ministers of Ukraine of August 7, 1996 N929 (with changes), for the purpose of ordering of the organization of investigation of accidents and refusals on objects of energy economy of consumers of PRIKAZYVAYU:

1. Approve the Instruction for accounting and investigation of technological violations in work of energy economy of consumers which is applied.

2. To department concerning power industry (Low-flow Page. I) in accordance with the established procedure to submit the order on state registration to the Ministry of Justice of Ukraine.

3. To impose control of execution of this order on the deputy minister Titenko S. M.

The instruction for accounting and investigation of technological violations in work of energy economy of consumers

1. General provisions

1.1. This Instruction establishes single procedure and requirements to investigation of the reasons and consequences of accidents and fires on power stations of subjects of the relations in the sphere of heat supply and consumers of electrical energy who entailed violations of operating modes of other consumers of electrical energy, subjects of power industry or subjects of the relations in the sphere of heat supply, violation of normal operation of objects of energy economy of consumers.

1.2. The instruction extends to the companies, organizations, the organizations (further - the companies) irrespective of their patterns of ownership and the departmental accessory having on the balance the energy equipment and constructions (appendix 1), and does not extend to power generation facilities.

1.3. The instruction is not applied in case of accidents of I and II categories which investigation and account is kept according to requirements of the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 of N1112 "Some Questions of Investigation and Accounting of Accidents, Occupational Diseases and Accidents on Production".

1.4. In this Instruction terms are used in such value:

the energy equipment - the equipment intended for production, transformation, distribution, transfer and consumption of main types of energy (electric and thermal) and energy carriers (water, air, gases);

objects of energy economy - the energy equipment and constructions determined in appendix 1, the companies consisting on balance;

technological violation - damage of the energy equipment and constructions, violation of their working capacity or normal operating mode of object of energy economy, power and thermal networks that leads to stop or decrease in their capacity.

1.5. At the company the liquidation plan of accident in which possible accidents are determined shall be developed and approved by the head, their consequences are predicted, measures concerning their liquidation, terms of accomplishment of these measures, and also force and funds which are raised for this purpose are provided.

1.6. Accounting of accidents and failures is conducted from the date of acceptance of the equipment in commercial operation.

1.7. Are subject to investigation and accounting of technological violations in work of objects of energy economy:

damages of power stations or their equipment and constructions in operating time, repair, complex testing, reserve, preservation;

inadmissible variation of parameters of indicators of operation of the energy equipment from the modes of normal operation of this equipment and technical condition of power stations that entailed conclusion them out of operation;

unplanned break for the technological reasons of power supply of consumers of electrical and heat energy by the power supplying organizations if it is not provided by the agreement;

wrong or forced shutdowns of power stations, and also shutdowns for elimination of defects or damages of their elements for the purpose of the prevention of equipment failure for the term of change of the duty dispatcher;

damages of buildings or constructions of objects of energy economy and block stations which entailed shutdown of the generating capacity or consumers of electrical and heat energy.

1.8. Tasks of investigation and accounting of technological violations of normal operating mode are:
