RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

About further improvement of material logistics of activities of the National center of the Republic of Uzbekistan for human rights

For the purpose of the organization of system forming of the scientific legal base in the field of human rights, further improvement of material logistics of activities of the National center of the Republic of Uzbekistan for human rights within ensuring effective realization of membership of the Republic of Uzbekistan in Human Rights Council of the United Nations in 2021 - 2023:

1. In structure of the National center of the Republic of Uzbekistan on human rights (further - the Center) due to reducing six established posts of editorial office of the "Democratization and Human Rights" magazine:

form the Information and library center for human rights - the "House of human rights" consisting of two established posts;

create the Press service based on position of the press secretary with introduction of two additional established posts;

enter into Department of training and education in the field of human rights and Department of international cooperation of human rights in addition on one established post.

2. Assign the following additional main objectives to the Center:

systematization of the scientific legal base in the field of human rights, providing the permanent edition of educational, scientific and methodical and popular editions, and also collections of international treaties in state language;

maintaining chronology of the reforms undertaken in the field of ensuring human rights, creation of ample opportunities to citizens and scientific researchers for use of the systematized scientific and legal sources on human rights.

3. For the purpose of further stimulation of the workers having great professional skills, making big contribution to increase in efficiency of activities of the Center to create Special fund of material stimulation of employees of the National center of the Republic of Uzbekistan for human rights in the amount of 50 percent of the annual salary fund by fund of development of bodies and organizations of justice.

Determine that funds of special fund by order of the director of the Center are allocated for establishment of the monthly allowance to managerial, technical and service personnel of the Center at the rate to 100 percent of their salary fund.

To the center (A. H. Saidov) together with the Ministry of Justice (R. K. Davletov) the Ministry of Finance (T. A. Ishmetov) in two weeks to approve procedure for use of means of special fund, and also criteria of establishment of monthly allowances to employees of the Center.

4. Grant to the director of the Center the right to the direction of the saved means of the established salary fund, and also means released because of not completion of the established posts provided by the approved staff list on material stimulation of employees of the Center.

5. To the Cabinet of Ministers in a month:

organize work on reconstruction of the case "B" of the building of the Center, at the address: city of Tashkent, Mirabadsky district, Ulitsa Islam Karimov, 15;

take measures for providing the Center with the information and library software, multimedia products, furniture, the computer equipment and other equipment, necessary for the organization of activities of the Information and library center for human rights - "The house of human rights".

6. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix.

7. Assign to the director of the A.H Center. Saidov the personal responsibility for the effective organization of execution of this resolution.

Implementation of coordination and control of activities of the departments responsible for execution of this resolution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

Appendix

Amendments and changes made to some resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan

1. In the resolution of the President of the Republic of Uzbekistan of December 10, 2018 No. PP-4056 "About enhancement of activities of the National center of the Republic of Uzbekistan for human rights":

a) add Item 2 with paragraphs of the following content:

"systematization of the scientific legal base in the field of human rights, providing the permanent edition of educational, scientific and methodical and popular editions, and also collections of international treaties in state language;

maintaining chronology of the reforms undertaken in the field of ensuring human rights, creation of ample opportunities to citizens and scientific researchers for use of the systematized scientific and legal sources on human rights";

b) in the paragraph the second Item 7 of the word "35 units" shall be replaced with words "41 units";

c) in Item 8:

to exclude from the paragraph of the fifth word "and length-of-service allowances";

in paragraph six to replace figure of "1,7" with figure "2";

d) in Item 9:

add with the paragraph third the following content:

"use of the saved means of the established salary fund, and also means released because of not completion of the established posts provided by the approved staff list on material stimulation of employees of the Center";

third to consider the paragraph the paragraph the fourth;

e) to state the text of appendix No. 1 in the following edition:

"Organizational structure of the National center of the Republic of Uzbekistan on human rights

The total extreme number of managerial personnel - 41 pieces.

Note: the number of technical and service personnel is determined by standard rates.";

e) in appendix No. 2:

in Item 12:

add with paragraphs the tenth and eleventh the following content:

"organize training courses on advanced training of personnel in the field of observance and human rights protection;

submit for consideration of the Constitutional court of the Republic of Uzbekistan questions according to the law";

the tenth - the twenty ninth to consider paragraphs, respectively, paragraphs the twelfth - the thirty first;

add with Item 21-1 of the following content:

"21-1. For the purpose of stimulation of the workers having great professional skills, making big contribution to increase in efficiency of activities of the Center the Special fund of material stimulation of employees of the National center of the Republic of Uzbekistan for human rights (further - Special fund) in the amount of 50 percent of the annual salary fund by fund of development of bodies and organizations of justice is created.
