1. Approve standard rates of granichnodopustimy emissions of pollutants from stationary sources (are applied).

2. (Gorbunov V. S.) in accordance with the established procedure to provide to department of atmospheric air of Department of ecological safety and treatment of dangerous chemicals and waste provision of this order in the Ministry of Justice of Ukraine for state registration.

3. To impose control over the implementation of this order on the deputy minister Gritsenko A. V.

Standard rates of granichnodopustimy emissions of pollutants from stationary sources

1. General provisions

According to the Law of Ukraine "About protection of atmospheric air" and the resolution of the Cabinet of Ministers of Ukraine of 28.12.2001 N1780 "About Approval of the Procedure for Development and Approval of Standard Rates of Granichnodopustimy Emissions of Pollutants from Stationary Sources", are established:

1.1. Standard rates of granichnodopustimy emissions of pollutants for acting and that which are designed, under construction or modernized, stationary sources. Standard rates of granichnodopustimy emissions of pollutants and their set belong to type of standard rates which limit mass concentration of pollutants in organized emissions of stationary sources (mg/CBM).

1.2. Technological standard rates of the admissible emissions limiting mass concentration of pollutants in gases (mg/CBM) which are taken away from separate types of the equipment of constructions in the place of their exit from the equipment and consist from:

the current technological standard rates - for the operating separate types of the equipment, constructions at the level of the companies with the best existing production technology of engineering procedures, similar on capacity;

perspective technological standard rates - for new and such which are designed, under construction or modernized, separate types of the equipment, constructions taking into account the advanced domestic and world achievements in the respective sphere.

1.3. Granichnodopustimy concentration of emissions of pollutants in atmospheric air is reached without dilution of air and is based on sizes of amount of gases which are specified to such normal conditions:

if gases, - temperature 273 K, pressure of 101,3 of kPa (without amendments on content of oxygen or moisture);

if gaseous products of burning, - temperature 273 K, pressure of 101,3 of kPa, dry gas; 3% of oxygen for liquid and gaseous fuel, 6% of oxygen for solid fuel; 15% of oxygen for gas turbines and diesel engines.

1.4. If for stationary source standard rates of granichnodopustimy emission of pollutant and the technological standard rate of admissible emission are established, then the technological standard rate of admissible emission is applied.

1.5. Observance of standard rates of granichnodopustimy emissions of pollutants is obligatory for all stationary sources.
