About additional measures for further expansion of activities of the centers for rendering legal services

Education in all areas and the cities of our country of the centers of legal services in system of the Ministry of Justice shows the positive results. In this direction the electronic E-huquqshunos system on transfer in electronic form of processes of conducting legal examination and acceptance of drafts of the documents of the state departments sent to the centers to which legal services are rendered is created, the clerical work is completely digitized and paperwork is eliminated.

In more than 2 thousand state bodies in 207 areas and the cities single law-enforcement practice was created, the new link of finishing and explanation of essence and value of acts of the legislation to the population and directly to contractors is created.

At the same time for the purpose of legal support of activities of the state bodies and organizations which do not have legal service, especially average and lowest link, and also rendering high-quality and professional legal services to them:

1. Take into consideration that according to:

No. PP-5168 "About measures for further enhancement of activities for rendering legal services to state bodies and the organizations" in all areas (cities) of the republic are created by the resolution of the President of the Republic of Uzbekistan of June 29, 2021 the centers for rendering legal services under the Ministry of Justice of the Republic of Karakalpakstan, justice departments of areas and the city of Tashkent (further - the Centers);

The Centers are transferred to No. UP-89 "About Measures for Further Increase in Efficiency of Activities of Bodies and Organizations of Justice for Providing the Rights and Freedoms of Citizens and Rendering Legal Services" by the presidential decree of the Republic of Uzbekistan of March 17, 2022 to structure and subordination of departments of justice of areas (cities).

2. Approve the offer of the Ministry of Justice on ensuring step-by-step rendering by the Centers since August 1, 2022 of legal services to the following district (city) divisions of the state bodies and the organizations which are not provided with legal service in all areas and the cities of the republic:

to departments of support waved also the senior generation;

to departments of agricultural industry;

to departments of tourism and cultural heritage;

to departments of family and women;

to the state tax authorities;

to the centers of assistance of employment;

to the public high comprehensive schools;

to the state preschool educational organizations;

to the state multi-profile central and family polyclinics.

3. Approve:

The schedule of scope the centers for rendering legal services of the district (city) divisions of state bodies and the organizations, the public high comprehensive schools, the preschool educational organizations, multi-profile central and family polyclinics which are not provided with legal service in all areas and the cities of the republic according to appendix No. 1;

"Road map" on expansion of scope of activities of the centers for rendering legal services according to appendix No. 2.

4. To the ministry of development of information technologies and communications together with the Ministry of Justice to take measures on:

to adjustment till May 1, 2022 of activities of the Call-center for the purpose of technical support of the electronic E-huquqshunos system and provision of consultations;

to connection till August 1, 2022 to the electronic E-huquqshunos system on contractual basis and to rendering services to district (city) divisions of the state bodies and organizations specified in paragraphs the second - the eighth Item 2 of this resolution;

to non-paid step-by-step connection to the electronic E-huquqshunos system and rendering services to the public high comprehensive schools, preschool educational organizations, and also multi-profile central and family polyclinics.

5. To the ministry of development of information technologies and communications on the basis of offers of the Ministry of Justice and UNICON-SOFT LLC of system of the Ministry of development of information technologies and communications on providing UNICON-SOFT LLC" the corresponding server and other necessary devices for the purpose of ensuring high-speed work, storage and safe use of information of the electronic E-huquqshunos system in case of implementation of this system in activities of the Centers and district (city) divisions of state bodies and organizations to which they render legal services.

Determine that financing of the expenses connected with holding the actions provided by this Item is made by fund of development of information and communication technologies.

6. To the Ministry of Justice till December 1, 2022 to introduce in Administration of the President of the Republic of Uzbekistan reasonable offers on implementation of rendering legal services by the Centers to state bodies and the organizations of regional level, and also public authorities on places.

7. Make changes to the resolution of the President of the Republic of Uzbekistan of June 29, 2021 No. PP-5168 "About measures for further enhancement of activities for rendering legal services to state bodies and the organizations" according to appendix No. 3.

Determine that appendix No. 3 becomes effective since August 1, 2022.

8. Assign to the Minister of Justice R. K. Davletov and the minister of information technologies and communications Sh. H. Shermatov the personal responsibility for the effective organization of execution of this resolution.

Discussion of course of execution of this resolution, implementation of coordination and control of activities of the departments responsible for its execution to assign to the adviser to the President of the Republic of Uzbekistan B. D. Islamov.

To inform the President of the Republic of Uzbekistan till December 1, 2022 on effectiveness of the performed measures.
