1. Approve the enclosed Rules of rendering the state service "Provision of Medicines, Specialized Medical Products, Products of Medical Appointment to Separate Categories of Citizens", according to appendix to this order.

2. To provide to department of medicinal policy of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering the state service "Provision of Medicines, Specialized Medical Products, Products of Medical Appointment to Separate Categories of Citizens"

Chapter 1. General provisions

1. These rules of rendering the state service "Provision of Medicines, Specialized Medical Products, Products of Medical Appointment to Separate Categories of Citizens" (further - Rules) are developed according to the Code of the Republic of Kazakhstan "About health of the people and health care system" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law) and determine procedure for rendering the state service "Provision of Medicines, Specialized Medical Products, Products of Medical Appointment to Separate Categories of Citizens" (further - the state service).

2. The basic concepts used in these rules:

1) information system of accounting of out-patient provision of medicines (further - ISLO) - the information system determined by authorized body in the field of health care for automation of accounting of the statement of recipes, goods issue to suppliers of pharmaceutical service or service in accounting and realization within the guaranteed amount of free medical care (further - GOBMP) and in system of compulsory social medical insurance (further - the OSMS system);

2) products of medical appointment - the materials, products, solutions, reagents, sets, sets used for delivery of health care according to functional purpose and the instruction of the producer;

3) the state service - one of the forms of realization of the separate state functions performed in individual procedure according to the address or without address of uslugopoluchatel and directed to realization of their rights, freedoms and legitimate interests, provision of the corresponding material or non-material benefits by it;

4) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

Chapter 2. Procedure for rendering the state service "Provision of Medicines, Specialized Medical Products, Products of Medical Appointment to Separate Categories of Citizens"

3. For receipt of service in provision of medicines, specialized medical products, products of medical appointment to separate categories of citizens in electronic form the physical person (further - uslugopoluchatel) comes into private office of the web portal of "the electronic government" of www.egov.kz (further - the portal) by means of the EDS of uslugopoluchatel or the certified one-time password, in case of registration and connection of subscriber number of the uslugopoluchatel provided by mobile operator to accounting record of the portal and submits the application in electronic format.

When giving the uslugopoluchatel of the statement about rendering the state service in "private office" of uslugopoluchatel displays the status about acceptance of request for rendering the state service, and also the notification.

4. For receipt of the state service in paper form the uslugopoluchatel addresses in health care subject (further - the service provider) with provision of the identity certificate or electronic document from service of digital documents (for identification).

5. The responsible person designated by the order of the head of the service provider performs check of attachment of uslugopoluchatel to this service provider, carries out identification of uslugopoluchatel for rendering the state service and makes the decision on rendering the state service or on motivated refusal in the state service.

In case of application in electronic format of the data on the identity document, the service provider receives from the corresponding state information systems through lock of "the electronic government".

6. The list of the main requirements to rendering the state service including characteristics of process, form and result of rendering and also data taking into account features of provision of the state service is provided in the list of the main requirements to rendering the state service "Provision of Medicines, Specialized Medical Products, Products of Medical Appointment to Separate Categories of Citizens" according to appendix 1 to these rules (further – the List).

The Ministry of Health of the Republic of Kazakhstan, within three working days from approval date or change in these rules, staticizes them and sends to health care subjects, to the operator of information and communication infrastructure of "the electronic government" and Single contact center.
