1. Approve the enclosed requirements to the technical means used in case of examination.

2. To provide to committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Requirements to the technical means used in case of examination

Chapter 1. General provisions

1. These requirements to the technical means used in case of examination (further - requirements), are developed according to Item 6 of article 107 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" and establish requirements to the technical means used in case of examination.

These requirements extend to the technical means used in case of examination of aviation safety by service of the airport (airfield).

2. The terms and determinations used in these requirements:

1) the device for scanning of body of the person - engineering device of contactless examination for the purpose of detection on body of the person of the prohibited objects and substances;

2) X-ray - the television installation working at algorithm basis - the engineering device including the automatic analysis of substances and objects for identification of explosive substances;

3) the scanner for footwear - engineering device for detection of the prohibited objects enclosed in footwear;

4) the equipment for detection of explosive substances (detectors of vapors and particles of explosive substances) - the engineering device intended for detection of vapors or microparticles of explosive substances;

5) the technical means used in case of examination - special fittings, held for use independently or as part of any system when implementing examination of passengers, cabin baggage, load, baggage, mail, onboard inventories, members of crews of air vehicles, aeronautical personnel;

6) portable (manual, figurative) the metal detector - the engineering device intended for determination of the specific location on body of the person of metal subject;

7) X-ray-television installation - the engineering device intended for visual identification of objects and substances;

8) the stationary metal detector - the engineering device intended for determination on body of the person of metal objects;

9) detector arrangement of liquid explosive substances - the device or function of other customs equipment capable to analyze liquids, the aerosols and gels which are carried by in the protected zones of limited access for identification of presence of liquid explosive substances or their initial components;

10) the uninterruptible power supply unit - the device for protection of electrical equipment against interruptions, hindrances or blackout of main power supply.

Chapter 2. Requirements to the technical means used in case of examination

3. The device for scanning of body of the person shall:

1) to find and display location of anomalies on the outline drawing of the person;

2) to include active and passive millimetric waves;

3) to have system of terahertz visualization;

4) to have system of back scatter on the basis of millimetric waves;

6) to scan bodies of the person within 5-10 seconds;

7) to have warranty period of operation at least 1 year from the moment of commissioning, average term of service - at least 6 years, warranty period of storage - at least 1 year from the moment of product output.

4. the X-ray-television installation working at algorithm basis shall:

1) to meet the requirements of the system of detection of explosive substances based on computer tomography (Explosives Detection System (EDS);

2) to have conveyor speed from 0,3 to 0,5 of meters per second;

3) to display images on the screen within 13 seconds;

4) to have the three-dimensional (ZD) image;

5) to have the following characteristics:

the range of relative humidity from 10 to 90% without condensation;

the range of working temperature from 0 ° to +40 °C;

sound pressure level - <70 dBA;

possibility of scanning of product from 20 to 4000 cm;

power supply with alternate three-phase current;

built-in autonomous chilling;

rated rating - 400 volts of alternate current +/-10%, 50 Hz;

handling capacity of luggage units in hour from 800 to 1200;

6) to have possibility of performing remote diagnostics;

7) to have the algorithm providing several levels of check;

8) to have algorithms of recovery of structure of the image and recognition of explosive substances;

9) to have simplicity of integration with the existing baggage handling system and to have the open protocol of integration, and possibility of change of configuration of integration on site of operation;

10) to have full-volume continuous scanning;

11) to have possibility of stop and renewal of scanning without loss of quality of detecting and parts of the image;

12) to have warranty period of operation at least 1 year from the moment of commissioning, average term of service - at least 6 years, warranty period of storage - at least 1 year from the moment of product output.

5. The scanner for footwear shall:

1) to find any foreign objects and substances (for example, metal and nonmetallic objects, explosive substances, ceramic weapon, plastic knives) regardless of the place of their arrangement;

2) to allow to make diagnostics and repair on site of operation;
