About approval of the Regulations on functional subsystem "The unified register of weapon" of unified information system of the Ministry of Internal Affairs

According to Items 16, 17 parts one of article 26 of the Law of Ukraine "About National police", ORDER to Item 12 of the Regulations on unified information system of the Ministry of Internal Affairs approved by the resolution of the Cabinet of Ministers of Ukraine of November 14, 2018 No. 1024, to the subitem 17 of item 4 of the Regulations on the Ministry of Internal Affairs of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of October 28, 2015 No. 878, for the purpose of ensuring accounting of weapon electronically:

1. Approve Regulations on functional subsystem "The unified register of weapon" of unified information system of the Ministry of Internal Affairs which is applied.

2. To department of informatization (Mikhaylov A.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the deputy minister according to distribution of functional obligations.

Regulations on functional subsystem "The unified register of weapon" of unified information system of the Ministry of Internal Affairs

I. General provisions

1. This Provision determines the main objectives, the purposes, functions, structure of functional subsystem "Unified register of weapon" of unified information system of the Ministry of Internal Affairs (further - ERO), general requirements and procedure for information access in ERO.

2. In this Provision terms it is used in the following values:

identification signs - the series, number, year of release of objects and other characteristics determined by national or industry standards;

identification of objects or explosive materials - establishment of compliance of certain unit of subject or explosive materials by comparison of their identification signs and classification signs with information which is available in ERO;

information object "document" - the electronic document on the made decisions connected with turnover of objects and the treatment of explosive materials, the facts of plunders and losses of objects and explosive materials created by software of maintaining by ERO, certified with use of means of electronic identification of the personality;

information object "storage location" - the data set created by software of maintaining by ERO about the place in which objects and explosive materials are stored;

information object "person" - the data set created by software of maintaining by ERO about the physical persons or legal entities making the actions connected with turnover of objects and the treatment of explosive materials;

information object "subject" - the data set created by software of maintaining by ERO about objects or explosive materials;

classification signs - the name, type, the information about the producer, brand, model, data on design of objects and explosive materials (the name of the producer, the country or the place of production, batch number, total length, length of trunks, their type and caliber, the cartridge chamber size, method of production, use of materials, the blade length, weight and other characteristics determined by national or industry standards);

turnover - production, certification, trade, transfer, acquisition, sale, accounting, collecting, exhibiting, inheritance, donation, encouragement, storage, carrying, transportation, use, conversion, repair, removal, stay, voluntary surrender, emasculation, neutralization, write-off, destruction, utilization, import to Ukraine, transit transportation, export from Ukraine, and also implementation of other civil and economic and legal transactions or transactions which object are objects or explosive materials;
