1. Approve the enclosed Instruction for safe operation of the equipment for production of high-viscosity, sulphurous oil.

2. To provide to committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Emergency Situations of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Instruction for safe operation of the equipment for production of high-viscosity, sulphurous oil

Chapter 1. General provisions

1. This Instruction for safe operation of the equipment for production of high-viscosity, sulphurous oil (further - the Instruction) is developed according to subitem 14-24) of article 12-2 of the Law of the Republic of Kazakhstan "About civil protection" and disaggregates operation process (including repair, technical and field service) the equipment used for production of high-viscosity, sulphurous oil and also process of ensuring safe functioning of this equipment in case of operation.

2. In this Instruction the following basic concepts are used:

1) high-viscosity oil - category of the heavy tight oil having density about 0,9 g/cm3 and viscosity of 35 mm2 / with above, containing in much bigger quantity than in light crude resinous asfaltenovykh substances, nitrogen - chlorine - oxygen - and sulfur-containing connections, mechanical impurity and metal;

2) repair - complex of actions for maintenance of the equipment and constructions;

3) sulphurous oil is kind of oil which contains more 0, % of different compounds of sulfur. Depending on concentration of sulfur, allocate three types of sulphurous oil: low-sulphurous (0,5 of % of compounds of sulfur containing near), directly sulphurous (containing up to 2% of compounds of sulfur from % 0,5) and high-sulphurous (containing more than 2% of compounds of sulfur);
