Question of provision of humanitarian and other assistance to the civilian population in the conditions of warlike situation in Ukraine

The Cabinet of Ministers of Ukraine decides:

1. Ceased to be valid according to the Resolution of the Cabinet of Ministers of Ukraine of 21.10.2022 No. 1195

1-1. Approve procedure for provision of humanitarian and other assistance to the civilian population in the conditions of warlike situation in Ukraine which is applied.

2. To the ministry of social policy:

1) in coordination with National Bank to provide opening of the current account for receipt of funds in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gifts, the humanitarian assistance, grants and gifts;

2) to resolve use of funds from the account opened in National Bank for cash receipt in national and foreign currency from physical persons and legal entities, residents and nonresidents as charitable gifts, the humanitarian assistance, grants and gifts, according to the procedure, established by the Cabinet of Ministers of Ukraine;

3) to provide daily information from National Bank on amount of revenues to the current account.

Procedure for rendering humanitarian and other assistance to the civilian population in the conditions of warlike situation in Ukraine

1. This Procedure determines procedure for granting of humanitarian and other assistance to the population in the conditions of warlike situation in Ukraine at the expense of the means which arrived in national and foreign currency on the current account of Minsotspolitiki for the humanitarian assistance to the Ukrainians who were affected by the Russian aggression opened in National Bank (further - the humanitarian account), from physical persons and legal entities, residents and nonresidents as charitable gift, the humanitarian assistance, grants and gifts (further - means) for requirements satisfaction of the social sphere.

2. In this procedure terms are used in the value given in the Laws of Ukraine "About the humanitarian assistance", "About charity and charitable organizations", "About public associations" and other legal acts on provision of charitable gifts, the humanitarian assistance, grants and gifts and so forth.

3. Funds are allocated on:

payment of supportive applications of rehabilitation, including production and/or installation of prosthetic and orthopedic products, prosthetic and orthopedic products of the increased complexity, prosthetic and orthopedic products of the increased functionality on the latest technologies and the constituting such prosthetic and orthopedic products for free providing children with these products, injured military operations and armed conflicts, and also citizens who in the period of warlike situation in Ukraine or its certain areas lived directly in areas and during military (fighting) operations or areas, were exposed to bombings, airstrikes and other armed attacks, and were wounded, contusion, mutilation or disease owing to the armed aggression of the Russian Federation against Ukraine, and also combatants, irrespective of establishment of disability by it;

development of family forms of education, including concerning the children deprived of parent guardianship owing to the armed aggression of the Russian Federation against Ukraine by provision of housing for orphanages of family type, namely: new construction of housing, including development of the project documentation on such new construction; capital repair / reconstruction of housing, including development of the project documentation on such capital repair / reconstruction of housing; acquisition of housing in the apartment houses accepted in operation, including reviewing of valuation reports of housing acquired in the secondary market; repair work, furniture, household appliances and other objects of long consumption; registration of the property right to housing, the parcel of land on which housing, with payment of stipulated by the legislation taxes, charges, payments is located;

payment for provision (compensation for provision) of such social services: leaving stationary (for elderly people, for adults with disability), including creation of specialized houses for citizens of advanced age from among internally displaced persons, as alternatives for geriatric houses; the supported accommodation for persons with disability, including with mental disturbances; leaving and education in the conditions which are brought closer to family (small group houses); day care of children with disability; day care of persons with disability and elderly people; social adaptation; temporary rest for persons performing care of children/persons with disability; social escort, including social maintenance of family forms of education of the orphan children and children deprived of parent guardianship; maintenance during inclusive training; emergency (crisis) intervention; social resettlement; provision of shelter.

Minsotspolitika also allocates funds from the humanitarian invoice for payment of remuneration to the involved legal entity determined by the centralized purchasing organization according to the procedure, established by the legislation, and/or commission and other payments within agreement performance of the bank account with National Bank.

4. Subjects which submit in Minsotspolitika proposals (applicants) in the directions of use of means determined in Item 3 presents of the Procedure are Social Security Fund of persons with disability, the National social service, the centralized purchasing organizations, village, settlement, city councils, their executive bodies, military authorities, suppliers of social services.
