1. Approve the enclosed Rules on establishment of surcharges and allowances for working conditions to civil servants, employees of the organizations containing at the expense of means of the government budget, to employees of the state companies in the sphere of forest, fish and hunting economy.

2. Declare invalid the order of the acting minister of the environment and water resources of the Republic of Kazakhstan of December 9, 2013 No. 375-O "About approval of Rules on establishment of allowances for working conditions by the civil servant of public institutions, state companies of forest, fish and hunting economy" (it is registered in the Register of state registration of regulatory legal acts for No. 9028).

3. To provide to committee of forestry and fauna of Ministry of Ecology, geology and natural resources of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of Ministry of Ecology, geology and natural resources of the Republic of Kazakhstan;

3) within ten working days after state registration of this order submission to Department of legal service of Ministry of Ecology, geology and natural resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of ecology, geology and natural resources of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules and conditions of payment of surcharges and allowances for special working conditions to civil servants, employees of the organizations containing at the expense of means of the government budget, to employees of the state companies in the sphere of forest, fish and hunting economy

Chapter 1. General provisions

1. These rules and conditions of payment of surcharges and allowances for special working conditions to civil servants, employees of the organizations containing at the expense of means of the government budget, to employees of the state companies in the sphere of forest, fish and hunting economy (further - Rules) are developed according to appendix 15, the approved order of the Government of the Republic of Kazakhstan of December 31, 2015 No. 1193 "About wages system of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies" and determine procedure and conditions of payment of surcharges and allowances for special working conditions to civil servants, employees of the organizations containing at the expense of means of the government budget, to employees of the state companies in the sphere of forest, fish and hunting economy.

2. Establishment of surcharges and allowances is made at the expense of means and within the approved salary fund of the organization for the corresponding financial year.

Chapter 2. Procedure and conditions of payment of allowances for special working conditions

3. Allowances to civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies in the sphere of forest, fish and hunting economy are established for:

1) the work aimed at the development of organization;

2) application in practice of advanced methods;

3) high achievements in work;

4) accomplishment of especially important or urgent works;

5) complexity and intensity in work.

4. Allowances are established at the rate to fifty percent (50%) of basic official pay rate.

5. Surcharges are established:

1) For work with causative agents of dangerous and especially dangerous infections and materials, perhaps and potentially infected with them: (contact with the pathological material infected with causative agents of especially dangerous infections of animals and birds, pincers, midges, gophers and mouse-like rodents) in the amount of 140% of BDO in process of the actual performance of works;

2) For participation in suppression of wildfires, including using special equipment, landing from helicopters, and also for work on pest control and wood diseases in the amount of 100% of hour rate for each working hours;

6. Establishment of allowances is made by the order of the head of the organization or person fulfilling its duties based on the decision of the commission on establishment of allowances (further - the commission). Offers on establishment of allowances are submitted for consideration of the commission by the direct head or management of the organization. In case of establishment of allowances for application in practice of advanced methods also of the commission references to the applied techniques, research works, author's patents are given, are specified what new technologies are applied in work of specialists.

7. The decision on creation of the commission and determination of the secretary of the commission is accepted by the head of the organization or person fulfilling its duties.

8. Members of the commission are the chairman and other members of the commission.

The total quantity of members of the commission constitutes odd number, but at least three people.

9. The secretary of the commission is not member of the commission and has no right to vote in case of adoption of decisions by the commission.

10. The decision of the commission is made by open voting and deemed accepted if for it the majority of votes from total quantity of members of the commission is given.
