About approval of regulations and rules on ensuring nuclear and radiation safety

Based on item 4 of article 21 of the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety", the paragraph of the fourth of part three of article 6 of the Law of the Republic of Belarus of July 30, 2008 No. 426-Z "About use of atomic energy", subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve regulations and rules on ensuring nuclear and radiation safety "General requirements for the purpose of ensuring nuclear and radiation safety" (are attached) to management systems of the operating organizations.

2. This resolution becomes effective after its official publication.

Chapter 1. General provisions

1. Regulations and rules on ensuring nuclear and radiation safety "General requirements to management systems of the operating organizations for the purpose of ensuring nuclear and radiation safety" (further - Rules) establish general technical requirements to components, procedure for functioning and enhancement of administrative systems of the operating organizations (further - EO) regarding ensuring nuclear and radiation safety at all stages of lifecycle of subjects to use of atomic energy (further - OIAE).

2. Departures from requirements of these rules are allowed for EO performing activities at the time of the introduction of these rules in force in case of plan development on reduction of administrative systems of such EO in compliance with requirements of these rules.

Chapter 2. Management system for the purpose of safety

3. For the purpose of realization of priority of nuclear and radiation safety (further - safety) in EO the administrative system integrating in themselves all elements of management shall be implemented in such a way that the processes and actions providing fulfillment of requirements on safety of OIAE are established and performed taking into account other requirements, including economic requirements, requirements to heads, personnel, labor protection, environmental protection, accounting and control of nuclear materials, physical protection, quality so that these requirements and requests did not exert negative impact on safety of OIAE (further - management system of EO).

4. The management system of EO shall provide and provide:

integration of all requirements to ensuring functioning of EO, including requirements for safety;

integrated approach to fulfillment of requirements on safety of OIAE, economic activity of EO, labor protection, health and the environment, physical protection;

planning and implementation on system basis of the actions providing fulfillment of requirements on safety, and also control over the implementation of such requirements.

5. The management system of EO shall provide timely identification and integration into activities of EO of requirements for safety.

6. Documentation of management system of EO shall provide demonstration of effectiveness of its functioning regarding fulfillment of requirements on safety.

7. The management system of EO shall provide effectiveness of the functioning regarding fulfillment of requirements on safety.

8. In management system of EO the order of interaction with the state bodies providing the state types of control (supervision) and also with the licensing authorities and other state bodies establishing requirements, obligatory for accomplishment, in the field of activity shall be determined.

9. Any changes in management system of EO, including in organizational structure of EO, shall be analyzed regarding influence of such changes on safety, and analysis results - are documented.

Holding the actions corresponding to such changes also shall be estimated regarding influence on safety. In case of identification of risks or threats on safety of EO shall develop the relevant activities for their compensation for fulfillment of requirements.

Chapter 3. Processes of management system

10. In management system of EO the processes providing functioning of EO, and also interrelation between such processes including the sequence of their accomplishment and order of interaction shall be determined.

11. Processes of management system of EO shall, along with accomplishment of tasks on functioning of EO, provide fulfillment of requirements on safety.

The management system of EO shall provide tools for planning, implementation, assessment and permanent improvement of processes.

12. In case of development, implementation, assessment and improvement of each process shall be analyzed, considered and documented in management system of EO:

requirements for safety, and also other requirements established by the legislation;

possible risks of accomplishment of process along with development of actions for reduction of effects of realization of such risks;

interaction with other processes in management system of EO;

process entrances;

procedure for functioning of process;

process exits;

criteria for evaluation of effectiveness of process.

13. The order of interaction between employees of EO or employee groups of EO for accomplishment of processes of management system of EO shall be planned, be performed and controlled so that to exclude ambiguity in case of determination of responsibility for accomplishment of this or that process (part of process).
