About approval of Rules of selection and implementation of preliminary studying of the candidates employed (study) in operational investigative divisions of bodies for financial monitoring (service of economic investigations)

According to Item 1 of article 7 of the Law of the Republic of Kazakhstan "About law-enforcement service" and Item 8 of article 27 of the Law of the Republic of Kazakhstan "About legal acts", I ORDER:

1. Approve Rules of selection and implementation of preliminary studying of the candidates employed (study) in operational investigative divisions of bodies for financial monitoring (service of economic investigations) according to appendix 1 to this order;

2. Recognize invalid some orders of the Minister of Finance of the Republic of Kazakhstan according to appendix 2 to this order.

3. To provide to department of personnel work of the Agency of the Republic of Kazakhstan on financial monitoring in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Agency of the Republic of Kazakhstan on financial monitoring after its official publication.

4. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1

Rules of selection and implementation of preliminary studying of the candidates employed (study) in operational investigative divisions of bodies for financial monitoring (service of economic investigations)

Chapter 1. General provisions

1. These rules of selection and implementation of preliminary studying of the candidates employed (study) in operational investigative divisions of bodies for financial monitoring (service of economic investigations) (further - Rules) are developed according to Item 1 of article 7 of the Law of the Republic of Kazakhstan "About law-enforcement service" (further - the Law) and determine procedure for selection and implementation of preliminary studying of the candidates employed (study) in operational investigative divisions of bodies for financial monitoring (service of economic investigations) (further - the SIR).

2. The basic principles of candidate screen on service in the SIR are:

1) equal access for the candidates applying for positions according to their capabilities and professional training;

2) objectivity and comprehensive assessment of professional and personal qualities of candidates;

3) professionalism;

4) openness;

5) legality.

Chapter 2. Rules of selection and implementation of preliminary studying of the candidates employed (study) in the SIR

3. The organization of work on candidate screen, employed in the SIR, their preliminary studying is assigned to heads SIR Agentstva of the Republic of Kazakhstan on financial monitoring (further - the Agency) and Departments of economic investigations on areas, the cities of republican value and the capital (further - territorial authorities) and personnel service in which it is appointed the candidate.

4. The candidate who showed willingness to arrive on service in the SIR submits the written application (further - the statement):

1) to positions SIR Agentstva - addressed to the chairman Agentstva;

2) to positions the SIR of territorial authorities - addressed to the head of territorial authority on financial monitoring.

5. The candidate submits the following documents to personnel service:

1) the statement in form according to appendix 1 to these rules;

2) the filled personal leaf on registration of personnel (with indication of the address of the actual place of residence and contact telephone numbers) in form according to appendix 2 to these rules;

3) copy of the identity document of the citizen of the Republic of Kazakhstan;

4) copies of education documents (diploma and appendix);

5) the copy of the document confirming passing of military service or military preparation in the specialized organizations of the Ministry of Defence of the Republic of Kazakhstan for preparation of the military trained reserve and also release or draft deferment on conscription military service according to the legislation of the Republic of Kazakhstan;

6) photo of 3*4 in size (4 pieces);

7) the completed autobiography written with own hand and in printed form in format A 4, with indication of close relatives, including the former spouses in form according to appendix 3 to these rules;

8) the copy of the document confirming labor activity;

9) the statement from the dismissal order if is available, the statement from the order on assignment of special rank or on establishment of qualification classes (for those who served in other law enforcement agencies earlier), enclosed in folder, with indication of the list of the enclosed documents.

In case of acceptance of copies of documents for reconciliation their originals are surveyed or notarially attested copies are accepted.

Candidates at the request of personnel service provide other additional information, concerning their education, work experience, professional level.

6. In the course of studying of the identity of the candidate compliance of the available education and special preparation, compliance to the qualification requirements imposed to position to which he is appointed marital status, labor activity becomes clear.

7. By results of studying of the candidate by personnel service and following the results of its interview with the head the SIR is taken out the conclusion with the corresponding conclusions, with reflection of indicator of competitiveness which is drawn up in the form of the protocol on selection or motivated refusal in selection of the candidate for service for the SIR.

The protocol is signed by the head and the employee of personnel service studying documents of the candidate, the head the SIR, conducting interview with the candidate.

The candidate is notified by personnel service within five working days from the date of decision making by means of the direction of information on the e-mail address and the mobile phone of the candidate on the made decision of selection.
