About approval of Rules of realization of general process "Ensuring exchange between authorized bodies of state members of the Eurasian Economic Union data on the goods which are subject to traceability, and the transactions connected with turnover of such goods"

1. Approve the enclosed Rules of realization of general process "Ensuring exchange between authorized bodies of state members of the Eurasian Economic Union with data on the goods which are subject to traceability, and the transactions connected with turnover of such goods".

2. This Decision becomes effective after 10 calendar days from the date of its official publication.

Rules of realization of general process "Ensuring exchange between authorized bodies of state members of the Eurasian Economic Union data on the goods which are subject to traceability, and the transactions connected with turnover of such goods"

I. General provisions

1. These rules are developed according to the following international treaties and acts entering the right of the Eurasian Economic Union (further - the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The agreement on the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union of May 29, 2019 (further - the Agreement);

The decision of Board of the Euroasian economic commission of November 6, 2014 №200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Euroasian economic commission of December 19, 2016 №. 169 "About approval of the Procedure for realization of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of June 29, 2021 No. 83 "About Requirements to unique identification of the accompanying document";

The decision of Board of the Eurasian economic commission of June 29, 2021 No. 72 "About approval of the Order of interaction of public authorities and (or) organizations of state members of the Eurasian Economic Union and Eurasian economic commission in case of implementation of the Agreement on the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union of May 29, 2019".

2. These rules are the basis for accomplishment of process design and work planning on organizational technical supply of realization of general process "Ensuring exchange between authorized bodies of state members of the Eurasian Economic Union with data on the goods which are subject to traceability, and the transactions connected with turnover of such goods" (further - general process).

3. For the purposes of these rules concepts which mean the following are used:

"authorized body" - public authority or the organization of state member of the Union, authorized to provide collection, accounting, storage and processing of the data included in national system of traceability, and (or) realization of the mechanism of traceability;

"the authorized body requesting data" - authorized body of state member of the Union on which territory the goods which are subject to traceability are moved;

"the authorized body receiving data" - authorized body of state member of the Union to which territory the goods which are subject to traceability, or authorized body of state member of the Union on which territory implementation of transportation of the goods which are subject to traceability, or the authorized body of other state member of the Union receiving data on the goods which are subject to traceability and the transactions made between persons of different state members of the Union connected with turnover of such goods is supposed move if it is stipulated by the legislation state member of the Union from which territory the goods which are subject to traceability move;

"the authorized body representing data" - authorized body of state member of the Union from which territory move the goods which are subject to traceability (are moved).

II. Purpose and tasks of realization of general process

The purpose of realization of general process is ensuring functioning of the mechanism of traceability according to Agreement provisions, and also the acts of bodies of the Union concerning questions of information exchange between authorized bodies, between authorized bodies and the Eurasian economic commission (further - the Commission) in case of implementation of the Agreement.

5. Within realization of general process it is necessary to solve the following problems:

1) to provide mutual information exchange between authorized bodies of data on the goods which are subject to traceability, and the transactions made between persons of different state members of the Union connected with turnover of such goods (further respectively - data on goods and the related transactions, state members);
