About the National plan of action for decrease in emissions of carbon dioxide by operators of civil air vehicles of the Republic of Belarus

The Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the National plan of action for decrease in emissions of carbon dioxide by operators of civil air vehicles of the Republic of Belarus (further - the National plan) it (is applied).

2. To the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, other organizations to consider provisions of the National plan by preparation of drafts of the forecasts, programs, action plans, schemes and other documents raising the questions of emission reduction of carbon dioxide.

3. This resolution becomes effective after its official publication.

Chapter 1. General provisions

Since 2019 the Republic of Belarus performs step-by-step implementation of global system of market measures for international aviation by means of system of compensation and emission reduction of carbon for the international aviation (further - CORSIA) adopted by the resolution A39-3 at the 39th session of Assembly of International Civil Aviation Organization (further - ICAO). One of the CORSIA elements is the national plan of action (further - SAP).

In 2010 the ICAO took the initiative of creation by SAP member countries of decrease in emissions of carbon dioxide by operators of civil air vehicles. According to this initiative all state members of ICAO shall develop at the national level long-term strategy of fight against climate change for the sector of international aviation with participation of all concerned parties. Generalization of results of realization of SAP will allow ICAO to reveal progress in goal achievement on restriction or reduction of the emission of carbon dioxide exerting impact on global climate change, the ICAO delivered in the resolution A37-19 and confirmed in resolutions A38-18, A39-2 and A40-18 of Assembly.

The national plan "Instructive material on development of the national plans of action for reduction of emission of CO2" is developed based on requirements of Doc of 9988 ICAO (further - ICAO Management).

For the purposes of the National plan the terms below have the following values:

A-CDM (Airport Collaborative Decision Making) - system of joint decision making;

AMAN (Arrival Manager) - the dispatcher of arrival;

CCO (Continuous Climb Operations) - system of continuous climb;

CCR (Corsia Central Registry) - Central register of CORSIA;

CDO (Continuous Descent Operations) - system of continuous decrease in height;

EU ETS (European Union Emissions Trading System) - system of trade in emissions of the European Union;

GSE (Ground Service Equipment) - the equipment of ground handling operations of the equipment;

MRV (Monitoring, Reporting and Verification) - monitoring system, the reporting and verification;

PBN (Performance Based Navigation) - navigation on the basis of utilization properties;

PBN STAR - standard route of arrival on devices;

RNAV (Remote Area Navigation) - air navigation method using means of area navigation;

SARPs (Standards and Recommended Practices) - standards and recommended practices of ICAO.

Implementation of the National plan will allow the Republic of Belarus to assist goal achievement of ICAO in the field of implementation of measures of CORSIA, prevention of dangerous climate changes and decrease in concentration of greenhouse gases in the atmosphere.

Chapter 2. The controling mechanism ecological safety of the Republic of Belarus in the field of civil aviation

The Parisian agreement to the Framework convention of the United Nations on climate change which is directed to implementation of the resolution of the General Assembly of the United Nations "Transformation of our world is adopted on December 12, 2015 at the 21st session of the Conference of the Parties of the Framework convention of the United Nations on climate change: The agenda in the field of sustainable development till 2030", support of ecological integrity, renewable energy resources and green economy, transfer of highly effective technologies, mitigation of the consequences of climate change and adaptation to the changing climate.

The body, by the actionee of obligations assumed by the Republic of Belarus under the specified Parisian agreement determines the Ministry of Natural Resources and Environmental Protection.

In the Republic of Belarus number of the regulatory legal acts regulating questions of environmental protection, and also emissions of greenhouse gases and maintaining their inventory is developed.
