1. This Instruction determines procedure for issue of monetary rewards to faces of the private and the commanding structure of bodies and divisions for emergency situations (further - workers) and to citizens *, taking active part in identification, exposure, neutralization and detention of persons who made the most dangerous, the crimes having great public outcry, and also procedure for expenditure and the cash accounting directed to these purposes.

2. The petition for issue of the monetary reward to the worker, citizen is drawn up in the form of the official report (report) of the chief of body (division) for emergency situations, department of the Ministry of Emergency Situations, the head of the state organization subordinated to the Ministry of Emergency Situations (further - the official report (report), addressed to the Minister of Emergency Situations (further - the Minister).

The official report (report) shall contain assessment of actions of the worker, citizen and the offered sizes of the amounts of the monetary reward depending on specific contribution to identification, exposure, neutralization and detention of persons who made the most dangerous, the crimes having great public outcry.

The official report (report) is subject to coordination with the interested structural divisions of the Ministry of Emergency Situations (including with the head operational and analytical department, management of personnel, Department of Internal Security, management of financial and economic work), and also with the deputy minister supervising activities of relevant organ (division) for emergency situations, department of the Ministry of Emergency Situations, the state organization subordinated to the Ministry of Emergency Situations.

3. Based on the official report (report) the Minister makes the decision on issue of the monetary reward in the limits set by the resolution of Council of Ministers of the Republic of Belarus of December 24, 1998 No. 1959.

The decision on issue of the monetary reward is drawn up by the order of the Minister.

4. The order of the Minister on issue of the monetary reward happens to the worker or the citizen in a festive atmosphere.

Issue of the monetary reward to the worker or citizen is performed no later than month from the date of the publication of the relevant order.

5. Reference of expenses on payment of the monetary reward to workers, and also faces of civil personnel of bodies and divisions for emergency situations is performed under the subarticle 1.10.01.00 "Salary of Workers and Employees", the citizens who are not on the staffs of bodies and divisions for emergency situations - on expense element 1.10.10.08 "Other current expenses" of economic classification of expenses of the budget according to appendix 6 to the resolution of the Ministry of Finance of the Republic of Belarus of December 31, 2008 No. 208 "About budget classification of the Republic of Belarus".

To workers, and also faces of civil personnel of bodies and divisions for the emergency situations containing at the expense of means of local budgets, means arriving under the agreements signed by bodies and divisions for emergency situations with legal entities, payment of the monetary reward is performed at the expense of these means respectively.

6. Within year the balance in cash, the monetary rewards allocated for issue, can be used on encouragement according to the legislation of the workers who caused a stir on duty.

7. The taxation of the issued amounts of monetary rewards is made according to the legislation.
