About application for the purpose of safety of the Russian Federation of special economic measures in the sphere of foreign economic activity

In addition to the measures provided by presidential decrees of the Russian Federation of February 28, 2022 No. 79 "About application of special economic measures in connection with unfriendly actions of the United States of America and the foreign states and the international organizations which adjoined them" and of March 1, 2022 No. 81 "About additional temporary measures of economic nature for ensuring financial stability of the Russian Federation" for the purpose of safety of the Russian Federation and smooth functioning of the industry I decide:

1. Provide till December 31, 2023 inclusive application of the following special economic measures:

a) export ban out of limits of the territory of the Russian Federation and (or) import to the territory of the Russian Federation of products and (or) raw materials according to the lists determined by the Government of the Russian Federation;

b) export restriction out of limits of the territory of the Russian Federation and (or) import to the territory of the Russian Federation of products and (or) raw materials according to the lists determined by the Government of the Russian Federation;

c) establishment of the raised rates of export and (or) import customs duties concerning the products and (or) raw materials which are exported out of limits of the territory of the Russian Federation and (or) imported on the territory of the Russian Federation according to the lists determined by the Government of the Russian Federation.

2. Determine that measures, the stipulated in Item 1 this Decree, are not applied to the products and (or) raw materials which are exported out of limits of the territory of the Russian Federation and (or) imported on the territory of the Russian Federation by citizens of the Russian Federation, foreign citizens and stateless persons for private use.

3. Give to the Government of the Russian Federation authority by determination of features of application of measures, the stipulated in Item 1 this Decree, concerning some types of products and (or) raw materials, and also concerning separate legal entities and (or) physical persons.

4. To the government of the Russian Federation in 2-day time to determine the lists of foreign states necessary for application of measures, the stipulated in Item 1 this Decree.

5. This Decree becomes effective from the date of its official publication.
