About features of payment and delivery of pensions, money allowances for the period of introduction of warlike situation

Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of social policy concerning payment and delivery of pensions, the monetary assistance for introduction of warlike situation taking into account the following features:

in case of receipt in the Ministry of social policy and/or the Pension fund of Ukraine of information from National Bank concerning impossibility to perform authorized banks pension payment, money allowances to receivers their payment is performed by money transfer to the receiver without opening of the account through bank which is the representative on implementation of settlement and cash transactions with means of the Pension fund of Ukraine, No. 25 determined by the order of the Cabinet of Ministers of Ukraine of January 21, 2004 "About determination of the authorized bank performing settlement and cash transactions with means of the Pension fund of Ukraine" (The Official Bulletin of Ukraine, 2004, No. 3, of the Art. 127) (further - bank), according to the Payment procedure of pensions and the monetary assistance through current accounts in banks approved by the resolution of the Cabinet of Ministers of Ukraine of August 30, 1999 No. 1596 (The Official Bulletin of Ukraine, 1999, No. 35, of Art. 1803; 2016, No. 79, Art. 2636);

in case of receipt in the Ministry of social policy and/or the Pension fund of Ukraine information from National Bank on impossibility to perform authorized banks issue of pension amounts, money allowances to receivers in the territories of the territorial communities located around carrying out military (fighting) operations or being in temporary occupation, environment (blocking) which are determined by the Ministry of questions of reintegration of temporarily occupied territories according to Procedure for assistance on accommodation inside to the displaced persons approved by the resolution of the Cabinet of Ministers of Ukraine of March 20, 2022 No. 332" (The Official Bulletin of Ukraine, 2022, No. 26, the Art. 1418), their payment in the next payable period to receivers, according to which current accounts within 60 days preceding date of the notification on impossibility to perform issue of pension amounts, money allowances account transactions and which since February 24, 2022 did not address to bodies of the Pension fund of Ukraine or to social security authorities of the population concerning payment method it pensions, money allowances were not made, it is performed through JSC Ukrpochta (on condition of confirmation of technical capability by it to perform payment and delivery of pensions, money allowances and submission of the report on pension payment, money allowances in the corresponding territories for the expired payable period). The list of receivers according to whose current accounts account transactions were not made provides authorized bank respectively to the Ministry of social policy and/or the Pension fund of Ukraine;

in case of the appeal of receivers of pensions to bodies of the Pension fund of Ukraine personally, by telecommunication communication or in private electronic office on the web portal of electronic services of the Pension fund of Ukraine, and also the personal address or by telecommunication communication of receivers of money allowances in social security authorities of the population of rather temporary change of their actual place of residence pension payment, money allowances is performed at the request of persons of JSC Ukrpochta in payable object or with home delivery in the place of their stay or by money transfer to receivers without opening of the bank account. Pension payment, money allowances in month in which the address arrived is performed after receipt from JSC Ukrpochta of information on nonpayment of pension amounts, the monetary assistance to such receivers at the previous place of residence;

payment of the public assistance to children with disability which performed 18 years in February, 2022 and in other places during action of legal regime of warlike situation and which did not manage to undergo inspection and to receive the decision of medico-social examination for establishment of the status of person with disability, is prolonged for the period of action of legal regime of warlike situation and for one month after date of its cancellation.

for the purpose of ensuring timely pension payment for April, 2022 in the territory of administrative and territorial units on which fighting is conducted and which are determined by the Ministry of Regional Development from the list approved by the order of the Cabinet of Ministers of Ukraine of March 6, 2022 No. 204 "About approval of the list of administrative and territorial units in the territory of which the help to insured persons within the epodderzhka Program is provided financing and pension payment to persons to which pension through their current accounts in banks or through the national operator of mail service whose functions are performed by Ukrpochta joint-stock company is paid by the payment dates determined by the Pension fund of Ukraine in coordination with the Ministry of social policy it is performed since March 25, 2022 within financial opportunities of the Pension fund of Ukraine.

To receivers to whom in certain settlements of JSC Ukrpochta has no technical capability to perform payment and delivery of pensions, the Pension fund the corresponding pension amounts transfers into their current accounts which are opened in bank according to the appeal of bodies of the Pension fund of Ukraine without obtaining from receivers of statements for pension payment with opening of the bank account, according to the Payment procedure of pensions and the monetary assistance through current accounts in banks approved by the resolution of the Cabinet of Ministers of Ukraine of August 30, 1999 No. 1596 (The Official Bulletin of Ukraine, 1999, No. 35, for Art. 1803; 2016, No. 79, of the Art. 2636), and they are paid to receivers after the conclusion by them bank account agreement with bank. On the same conditions pension payment for current month is performed in case in the Pension fund to the 15th of current month the additional notice of JSC Ukrpochta approved with the relevant military authorities about settlements in which JSC Ukrpochta has no technical capability arrives to perform payment and delivery of pensions to receivers.
