Declare invalid the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of January 22, 2020 No. 18 "About approval of Rules of registration of suppliers on the portal of social services, and also removals from registration on the portal of social services" (it is registered in the Register of state registration of regulatory legal acts No. 19912).

3. To provide to development department of policy of social services of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Sakeev R. K.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the admission of suppliers of goods and (or) services on the portal of social services, their registration or removal from registration on the portal of social services

Chapter 1. General provisions

1. These rules of the admission of suppliers of goods and (or) services on the portal of social services, their registration or removal from registration on the portal of social services (further – Rules) are developed according to subitem 9-4) of Item 1 of Article 7, Item 2 of article 32-2 of the Law of the Republic of Kazakhstan "About social protection of persons with disability in the Republic of Kazakhstan" (further – the Law) and determine procedure for the admission and registration of suppliers of goods and (or) services on the portal of social services or their removals from registration on the portal of social services.

2. In these rules the following concepts are used:

1) special vehicles – type of technical assistance for active and passive movement of persons with disability;

2) the portal of social services (further - the portal) - information system of the social and labor sphere which represents the object of informatization giving to separate categories of the population opportunity of purchase of goods and (or) services on the terms of compensation of their cost by local executive bodies according to the Law and the Law on ASP;

3) No. 21 is excluded according to the Order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of 20.01.2023

4) suppliers of goods and (or) services on the portal (further - suppliers) - the physical persons performing business activity, legal entities, and also individual assistants;

5) technical supportive (compensatory) means (further - TSR) - prosthetic and orthopedic, surdotekhnichesky, tiflotekhnichesky means and obligatory hygienic means.

Chapter 2. Procedure for the admission of suppliers on the portal and their registration

3. The admission and registration of suppliers on the portal is carried out according to business identification number (further - BIN) legal entities, according to individual identification number (further - IIN) physical persons.

On the portal the suppliers implementing TSR, special vehicles specified in the Qualifier of technical supportive (compensatory) means, special vehicles and the services provided to persons with disability, No. 502 approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of December 27, 2021 "About approval of the qualifier of technical supportive (compensatory) means, special vehicles and the services provided to persons with disability" will become authorized (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 26087) (further – goods), and also the suppliers providing social services of the individual assistant and specialist of sign language, sanatorium treatment and special social services (further – services).

4. On the portal the suppliers conforming to requirements of article 32-2 of the Law are registered.

5. For registration on the homepage of the portal suppliers sign the digital signature issued by accredited certification center of the Republic of Kazakhstan (further - the EDS) the public agreement "The Offer for Users of the Portal of Social Services from among Suppliers, Specialists and Receivers" (further - the public agreement).

6. After signing of the public agreement and registration on the homepage of the portal from information systems of state bodies through lock of "the electronic government" in the Office of the Supplier module the following data certified by the EDS arrive:

1) for legal entities:

legal address;

full and abbreviated name of the organization;

surname, name and middle name (in case of its availability) the head of the organization;
